- The Bureau of the Public Debt (BPD) acting on the behalf of the Alcohol and Tobacco Tax and Trade Bureau will offer an award for an acquisition to The Harvard John F. Kennedy School of Government Executive Education. JFKSG offers a course in strategic management of regulatory agencies, specifically focusing on the relationship between strategic planning and how it affects policy, development of regulations and guidance and legislative issues. This course targets managers in regulatory agencies in the field of strategic management. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by February 01, 2010 by 2:00pm ET. Responses shall be submitted to PSB3@bpd.treas.gov, Attention: G. Huffman/ CR. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
