Description
The U.S. Nuclear Regulatory Commission (NRC) intends to issue a Request for Proposal for a full and open competition for the project titled, “Mechanical Codes and Standards Course.” The purpose of this procurement is to obtain a course that will provide inspectors with the necessary understanding of the following: A. General Mechanical Codes and Standards commonly used during procurement, manufacturing and construction activities; B. NRC Regulatory Guides associated with Mechanical Codes and Standards; C. NRC Standard Review Plan for Mechanical Systems (Sections 3.0, 4.0, 5.0, 6.0, 9.0, 14.0 and 17.0 of NUREG 0800); D. Requirements of 10 CFR Part 50, Appendix A; E. Requirements of 10 CFR Part 50, Appendix B; F. Mechanical Environmental Qualification (EQ) Testing; G. Case studies of construction related issues associated with Mechanical Systems, Structures and Components (SSCs); and H. Overview of other internationally and industry recognized Mechanical Codes and Standards and guidance. The contractor shall furnish the personnel, instructional materials, and services necessary to prepare and teach the " Mechanical Codes and Standards” course as ordered by the NRC. The term of this contract shall be one year from the effective date of this contract with four one-year options for a maximum total period possible of five years from the effective date of this contract. The Request for Proposal (RFP) will be available on or about February 08, 2010 and the closing date for proposals will be approximately 45 days from the date the full solicitation gets posted. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this acquisition is set forth under NAICS code 611519. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small business, and small businesses owned and controlled by socially and economically disadvantaged individuals. Notice to large businesses: The subcontracting plan requirements of P.L. 95-507 are applicable to this effort. Thus, all large businesses must be prepared to submit a detailed subcontracting plan. All businesses, large and small, interested in teaming arrangements, should send their business information (i.e., organization name, address, size of business, contact name and phone number) to the NRC Contract Specialist listed at the end of this notice. The NRC will post this information in a Teaming Opportunities list with the solicitation. All parties are advised that this list is not representative of all sources that may have an interest in the solicitation, which is available on the FedBizOpps website. (OR) The FedBizOpps system includes the capability to join and view a published list of vendors interested in this solicitation.
