Description
This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI 10-047 and the solicitation is being issued as Notice of Intent. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 05-38). This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business set aside, but small, small disadvantage, minority, veteran owned, and HUD zone companies, etc. are encouraged to submit quotes. The North American Industry Classification System (NIACS) Code for this acquisition is 811219, and the small-business size standard is $7.0 million dollars. The National Institutes of Health, National Institute of Allergy and Infectious Disease (NIAID) is issuing a Notice of Intent to procure a renewal one year full-service contract for maintenance and repair of a scientific equipment/BD Pathway 855 and one computer workstation. BD Pathway is a precision optic, bioimaging system that delivers high content cell analyzers to combine superior image quality, flexible image capture, and live-cell analysis to address a wide range of applications. This system provides fluorescence intensity measurements, kinetic imaging, and morphological analysis, including subcellular imaging. Purpose & Objectives of the Procurement: The procurement is for a full-service one year contract for maintenance and repair of a BD Pathway 855, an optic bioimaging system that delivers high content cell analyzers to combine superior image quality, flexible image capture, and live-cell analysis to address a wide range of applications. This system provides fluorescence intensity measurements, kinetic imaging, and morphological analysis, including subcellular imaging, located at NIH main campus, 9000 Rockville Pike, Bethesda, MD 20892. The contractor must be certified by Becton Dickinson and authorized to provide original equipment parts for this equipment and factory-trained / certified technicians able to maintain the device in optimal operating condition or make repairs to return it to that state if a failure should occur. This is a specialized, sophisticated instrument with non-standard parts and repair and maintenance requires the expertise and parts uniquely provided by a trained BD Biosciences service engineer. Contractor Requirements: The contractor will provide parts, labor, and travel expenses to repair the device in the event of equipment failure. The contractor will provide scheduled preventive maintenance visit per year. The contractor will provide troubleshooting and priority telephone or email response. The contractor will respond to a call for service for within 48 hours for issues not resolve by telephone or email. The contractor will provide software training released during the Agreement term.. General Inspection and Acceptance Following the Service Visit, a knowledgeable representative from the NIH laboratory with signature authority will inspect for satisfactory completion of the work completed. The following evaluation will be used to evaluate the offers: a) Price; b) ability to meet the government needs and c) delivery. The FOB Destination, Bethesda, Maryland 20892. The government will award a firm fixed price purchase order to the responsible contractor. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
