Description
This Pre-Solicitation notification supercedes any notices published before it. Previous notifications include a notification with the incorrect solicitation number of W9124E-10-M-0020 and a notification attempting to MOD said incorrect solicitation number. W9124E-10-Q-0020 is the correct solicitation number for this notice. PRE-SOLICITATION NARRATIVE Directorate of Contracting at Fort Polk, Louisiana will issue a HUBZone Small Business Concern set-aside Request For Quotations (RFQ) with intent to award a firm-fixed price contract for handheld identification card scanners capable of scanning a myriad of identification cards to include military ID cards, drivers licenses, and passports. The scanners shall be able to discriminate between legitimate and fake identification cards. The procurement will include docking stations, battery charging stations, and other accessories necessary to support full functionality of the device. Handheld scanners must be fully compatible with the Mobilisa Defense ID Control Center Database, including software and hardware, currently utilized on Fort Polk. Identification cards will be scanned by the handheld scanners at access control points (ACPs) on Fort Polk. Upon scanning, the handheld device will be required to communicate with a standalone server holding information from the Mobilisa Defense ID Control Center Database. The server will provide information such as warrants for arrest, personnel being on terrorist watch lists, and other pertinent information which is then communicated to security personnel through the handheld device. The scanners must be durable enough to withstand a fall from six feet onto a concrete surface. The contractor will be required to complete any installation necessary to ensure full compatibility with the Mobilisa Defense ID Security System utilized on Fort Polk. All labor, tools, equipment, transportation, supervision, and other items necessary for installation and support of the handheld scanners will be provided by the contractor. Additionally, the award will include extended warranty plans and technical support covering the handheld scanners, as well as a subscription for the scanners to access information from the Defense ID Control Center Database. All scanners will be installed and utilized on Fort Polk, Louisiana. Performance shall be in strict accordance with the specifications and current federal, state, and local laws, ordinances, and regulations. The NAICS Code for this requirement is 334119 - Other Computer Peripheral Equipment Manufacturing. Only quotes from contractors offering products fully compatible with existing Mobilisa Defense ID software and hardware will be considered for award. This RFQ has an approximate issue date of 28 January 2010 and approximate due date of 02 February 2010. Faxed and emailed quotes will be accepted. The solicitation and any amendments will be posted and available for view and download at http://www.jrtc-polk.army.mil/doc in addition to the Army Single Face to Industry (ASFI) website: https://acquisition.army.mil/asfi/. Interested parties should review their Commercial and Government Entity Code (CAGE) and be registered in the Central Contractors Registration (CCR). The contractor must have the capability to submit payment requests using the following electronic form: Wide Area WorkFlow-Receipt and Acceptance (WAWF-RA). Information regarding WAWF is available on the Internet at https://wawf.eb.mil. FAR Part 12 and 13 procedures will be used for this procurement.
