- The VA Boston Healthcare System intends to negotiate and procure on a sole source basis the AFFIRM Test Kits and the Ambient Temp. Transport Swabs for the AFFIRM reagents. Becton Dickinson Diagnostic Systems, located in Sparks, MD is the sole manufacturer of AFFIRM reagents. No other reagents will function in the AFFIRM instrument. Kits must have a six (6) month outdate. Estimated usage for VISN 1 for the AFFIRM test kits is forty-one (41) kits per year. Estimated usage for VISN 1 for the Transport Swabs is twenty-one (21) cases per year. Reagents are called in, as needed. QUANTITIES ARE NOT GUARANTEED. This procurement is being conducted under FAR 6.302-1, only one responsible source and no other vendor or product will satisfy agency requirements. To the best of our knowledge, Becton Dickinson Diagnostic Systems is the only manufacturer of the AFFIRM Test Kits and the Ambient Temp. Transport Swabs. The NAICS 334516 with a size standard of 500 employees. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Specialist within five (5) business days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. This information should be emailed directly to Heather Simpson, heather.simpson3@va.gov. Responses will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
