- Attachment 1 BlueArc Maintenance Items This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items - as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. This solicitation is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. This is a total small business set aside under NAICS Code 334112 with a size standards of 1,000 employees, competitive procurement for Premium 24 x7 maintenance support services for Blue Arc Corporation brand hardware and software products that are currently in use by the Office of the Chief Information Officer (OCIO) at the National Institute of Standards and Technology (NIST) campuses in Gaithersburg, Maryland and Boulder, Colorado. NIST will only consider offers from companies that are currently authorized by BlueArc Corporation to sell BlueArc products and services. Only BlueArc Corporation brand support will be considered. The current NIST BlueArc environment requires that NIST maintain a support contract in order to diagnose system problems and to obtain and apply routine and emergency fixes to ensure that NIST is able to provide adequate application support and ensure application and data integrity. To support this effort, a service contract with BlueArc must be maintained to provide onsite maintenance within a 4 hour notice. Acquiring maintenance from a source other than BlueArc would introduce the possibility of operating system incompatibilities, which could result in corruption of data. Period of performance for the services required Contract Line Item Numbers (CLINs) 0001 through 0002 in this RFQ is February 1, 2010 through January 31, 2011. CLIN 0001 (Quantity: 1; Unit: Lot): BlueArc Premium 24 x7 Service for NIST Boulder, Colorado Items Listed in Attachment 1 CLIN 0002 (Quantity: 1; Unit: Lot): ): BlueArc Premium 24 x7 Service for NIST Gaithersburg, Maryland Items Listed in Attachment 1 Delivery for Item Numbers 0001 through 0002 shall be FOB DESTINATION. Provisions and clauses that apply to this RFQ may be downloaded at http://acquisition.gov/comp/far/index.html. The following provisions apply to this acquisition: FAR 52.212-1; FAR 52.212-3; FAR 52.212-4; FAR 52.212-5 (including the following fill-ins: 52.203-6 Alternate I; 52.219-4; 52.219-8; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.222-50; 52.222-51; 52.225-13; 52.232-33). Quotation Submission Instructions: Offerors shall include the following in their quote: (1) The solicitation number; (2) The name, address, and telephone number of the Offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) FOB Destination-based firm-fixed-price for each item stated in Attachment 1, a firm-fixed lot price for each CLIN (CLINs 0001 through 0002 above), and any discount terms; (5) Proof that the Offeror currently has Blue Arc authorized reseller status; (6) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(k) for those representations and certifications that the Offeror shall complete electronically); (7) Acknowledgment of Solicitation Amendments; and (8) If the quotation is not submitted on the SF 1449 form, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations shall be submitted by email so that they are received at Janine.kerns@nist.gov no later than January 28, 2010 at 12:00 p.m. Evaluation Factors for Award: Award will be made to the Blue Arc-authorized Offeror whose quotation is deemed to represent the lowest price, technically acceptable offer. Clauses that will be included in the resultant award include those included in this RFQ except for 52.212-1 and 52.212-3, which apply only to the solicitation. The Government anticipates the award of a firm-fixed-price contract no later than January 29, 2010 for support to start on February 1, 2010.
