- PRE-SOLICITATION NARRATIVE Directorate of Contracting at Fort Polk, Louisiana will issue a HUBZone Small Business Concern set-aside Request For Quotations (RFQ) with intent to award a firm-fixed price contract for a standalone server which is fully capable of accessing and updating itself with data from the Mobilisa Defense ID Control Center Database currently utilized by Fort Polk. The server must also be able to communicate and transfer data to existing Mobilisa M2500 Hand Held Scanners currently utilized by Fort Polk physical security personnel. The server will not connect to the Fort Polk installation network in any way. All labor, tools, equipment, transportation, supervision, and other items necessary for installation and support of the server will be provided by the contractor. The contractor will provide 24/7/365 technical support and provide training in the servers use and on user level maintenance to Fort Polk Department of Emergency Services Physical Security personnel. The server should include a storage array with adequate hard drive space to store all data required to function within the Mobilisa Defense ID system currently utilized on Fort Polk. Additionally, the procurement will include a data subscription service to the Mobilisa Defense ID Control Center Database. The server will be installed and supported on Fort Polk, Louisiana. Performance shall be in strict accordance with the specifications and current federal, state, and local laws, ordinances, and regulations. The NAICS Code for this requirement is 334119-Other Computer Peripheral Equipment Manufacturing. Only quotes from contractors offering products fully compatible with existing Mobilisa Defense ID software and hardware will be considered for award. This RFQ has an approximate issue date of 28 January 2010 and approximate due date of 02 February 2010. Faxed and emailed quotes will be accepted. The solicitation and any amendments will be posted and available for view and download at http://www.jrtc-polk.army.mil/doc in addition to the Army Single Face to Industry (ASFI) website: https://acquisition.army.mil/asfi/. Interested parties should review their Commercial and Government Entity Code (CAGE) and be registered in the Central Contractors Registration (CCR). The contractor must have the capability to submit payment requests using the following electronic form: Wide Area WorkFlow-Receipt and Acceptance (WAWF-RA). Information regarding WAWF is available on the Internet at https://wawf.eb.mil. FAR Part 12 and 13 procedures will be used for this procurement.
