- Background The Bureau of Prisons (BOP) Office Of Freedom of Information Act (FOIA) is seeking information from industry sources on available e-FOIA solutions. The purpose of this Request for Information (RFI) is to determine the availability of electronic solutions that provide robust functionality for managing FOIA request submissions that are suitable for the BOP's Central Office, Regional Offices, and Satellite Offices FOIA requirements. The BOP's current staffing complement is approximately 40 staff who average processing 14,000 requests a year. Vendor Background 1. Briefly describe your company and history. 2. Briefly describe products regarding e-FOIA request processing and the certified technologies/platforms supported (i.e. Oracle, DB2, SQL server) 2. Provide references for any/all Government Agencies you have developed a partnership with and your company participation in the installation, implementation, and support of that e-FOIA solution. Planning and Surveys 1. Would a site survey be required? If so, describe what factors are identified during the survey. 2. What types of documentation and support will be required by the BOP to complete the requirements analysis and installation process? Design 1. The BOP anticipates the e-FOIA solution will be a Web based solution with the capabilities to store a variety of file types. (i.e. PDF, WMP,WMV) 2. Is the e-FOIA solution a Commercial-off-the-shelf (COTS) product or does it require extensive customization based on client requirements? 3. Does the e-FOIA solution support the storage and display of photos/images to staff working from remote location? (i.e. teleworkers) 4. Electronic redaction tools will be required; will the redaction tools be incorporated in the e-FOIA solution or is it a separate purchase or third party solution? 5. Is there a workflow/collaboration tool for managing and controlling the FOIA/PA process? 6. Will the e-FOIA solution provide a robust search tool for locating existing request or documents? 7. Is there a document management tool incorporated in the e-FOIA solution? 8. Describe the various services required to support the FOIA solution architecture, (include hardware and software installation processes). 9. Will the e-FOIA solution design support case tracking and alert notification for management? 10. The e-FOIA Solution must include robust reporting tool to provide various reports for management based on a variety of criteria. 11. How scalable is the e-FOIA solution design? What's required to scale from current FOIA numbers of staff as request processing increases over time? Security 1. Is there an Administrative tool for managing case folders, documents, and user rights control? 2. How difficult is managing user accounts and controlling user access rights? 3. What type of encryption is supported? 4. Can the system identify and provide alerts in case of duplications? 5. Will the system allow for document access controls based on document types? 6. Control of access privileges based on group assignments Installation 1. How will the e-FOIA solution be installed and what types of support are available? 2. What timeframes, on average, does the entire installation and implementation process require for completion? 3. Does the e-FOIA solution include data Migration tools and processes to extract and import data from existing database. Administration 1. What types of management software will be implemented for system Administrators? Describe the benefits of each type. 2. Can the system be administered through a standard internet browser? Can system administration be done either locally or remotely? 3. Is the administration system secure from unauthorized access? How is this security provided? 4. Does the system provide for remote and local statistics and diagnostics? 5. Is the system compatible with LDAP v3 or higher? Support and Documentation 1. Is training of agency staff available? (Central Office and field sites?) How? 2. How long after installation will support be provided? 3. After installation, how will the system be tested and/or certified? 4. What type of documentation would be provided after installation? 5. What levels of support are available?
