Description
RECOVERY - This Sources Sought notice assists NIST in completing market research for a solicitation that is planned for the 1st quarter of 2010. Any procurement that may result from this Sources Sought notice will be funded in whole or in part by the American Recovery and Reinvestment Act of 2009. No Solicitation is currently available, and no unsolicited proposal will be entertained as a result of this Sources Sought Notice. The specific purpose of this Sources Sought announcement is to identify those sources capable of providing the services identified below. The purpose of this project is to establish a standards conformance program in support of secure and reliable Smart Grid information interchange to facilitate effective, collaborative, and intelligent nationwide electric power generation, distribution, control, and use. The scope of this conformance program is only for networking and security. The specific networking and security standards and/or requirements used for conformance will be identified by NIST. The scope of this project consists of the creation of a (or several) conformance programs which will provide a level of confidence in technologies which connect or use the Smart Grid are meeting these standards. The project will consider existing conformance programs where ever applicable for recognition and use other non Smart Grid conformance programs as models for consideration. Again, this statement of work is only for a limited set of conformance for networking and security only, not for all areas of the Smart Grid. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE: On your cover sheet, state in the following order: Solicitation Number AMD-10-SS34 and title of the procurement, your company name, address, phone and fax number, the name, phone number, and title of a person to contact, DUN and Bradstreet number, and business size. Your documentation shall not exceed 20 double spaced, single sided pages, excluding the cover page, using Times New Roman, 11 pitch. All pages shall be numbered. Include the following information in your documentation: 1. Description of each related project completed by your company as a prime Contractor or as a significant subcontractor within the past three (3) years, including as much of the following information as possible: (a) A brief description of the technical requirements of that project; (b) The specific information on your company's previous experience in providing the type of services required by this announcement; and, (c) The name, address, point of contact and phone number of customer organization for which the work was done. 2. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov (This is not part of the 20 page limitation.) If so, please include a copy of your CCR. 3. Indicate whether you company has any GSA Schedule contracts for similar work. The NAICS code for these services is 541511. Interested sources that believe they possess the capabilities necessary to undertake this project should submit an electronic copy of their capability statement, addressing the criteria identified above. Any proprietary information should be so marked. Written capability statements shall clearly and unambiguously demonstrate ability to perform work of the nature identified in this notice. Responses to this notice should be E-mailed to Ms. Barbara Brunstetter, Contractor/Acquisition Specialist at Barbara.brunstetter@nist.gov with a cc to Ms. Wanza Jonjo, Contracting Officer at Wanza.Jonjo@nist.gov no later than 1:00 p.m., EST on February 8, 2010.
