VA-797-10-RI-0049 REQUEST FOR INFORMATION (RFI) FOR SKIN CLEANSING PRODUCTS RFI closes February 12, 2010, 4:00 pm Central Standard Time The Department of Veterans Affairs (VA) National Acquisition Center (NAC) intends to issue a Request for Quotation (RFQ) for Skin Cleansing Products. VA NAC wishes to learn if there are customary commercial practices in the market place regarding the specifications and packaging of Skin Cleansing Products items. This is an effort to ensure the specifications are not overly restrictive or unreasonable. Please submit any suggestions, questions, comments on specifications; and/or information, including product literature/brochures describing your firm's ability interest to provide these items. Adrienne.albachiara@va.gov SKIN CLEANSING PRODUCTS Health Care Personnel Handwash, Liquid, Antimicrobial: Intended Use: This specification covers an antiseptic containing preparation designed for health care personnel who utilize a hand cleanser with high frequency (six or more times per day). This skin cleanser contains an antimicrobial agent that is broad. 1. Formula containing the following ingredients: Purified water, surfactants, antimicrobial agents, humectants/moisturizers, pH balancing agents, viscosity adjusting agents, non-allergenic preservatives. Note: Company must provide for all three (3) antimicrobial types - PCMX, Triclosan and CHG: 2. Antimicrobial type: Chloroxylenol (PCMX) 0.4% - 1.0% 3. Antimicrobial type: Triclosan 0.2% - 0.5% 4. Antimicrobial type: Chlorhexidine Gluconate 0.5% - 4% 5. Each label on the product and product container must include product description, brand name, product code number, list of ingredients, directions for use, expiration date, batch codes for production traceability, precautionary statements on latex compatibility and any regulatory information. 6. The product shall possess a shelf-life of at least one (1) year from the receipt date under normal cool, dry storage conditions. The production date shall be traceable through the expiration date (batch codes) listed on the label. 7. Material Safety Data Sheets must be submitted with the original samples and be available to VHA agencies upon request. 8. Vendor must HAVE a minimum of ONE (1) size in the ranges of: 4oz to 9oz 9. Vendor must HAVE a minimum of ONE (1) size in the ranges of: 10oz to 34oz 10. Vendor must HAVE a minimum of ONE (1) size in the ranges of: 35oz to 46oz Non-Medicated Lotion Handwash, Liquid: Intended Use: This specification covers a liquid skin care product specifically designed for use in a health care setting. This skin cleanser does not contain an antimicrobial agent and is appropriate for placement in non-clinical areas where hand cleansing is performed with low to medium frequency (less than six times per day). 1. Formula containing the following ingredients: Purified water, surfactants, humectants/moisturizers, pH balancing agents and viscosity adjusting agents. Note to Contractor: Is purified water a commercial ingredient for Non-Medicated Lotion Handwash, Liquid? 2. Each label must include product description, brand name, product code number, list of ingredients, directions for use, batch codes for production traceability and any regulatory information. The manufacturer's name, address and phone numbers shall be listed on the label. 3. Product label must be color coded to identify product and differentiate it from the other types of soaps and lotions offered on this BPA. 4. Material Safety Data Sheets must be submitted with the original samples and be available to VHA agencies upon request. 5. Vendor must HAVE a minimum of ONE (1) size in the ranges of: 10oz to 27oz 6. Vendor must HAVE a minimum of ONE (1) size in the ranges of: 35oz to 46oz Health Care Personnel Hand Lotion: Intended Use: This specification covers a skin care lotion product containing humectants/moisturizers specifically designed for health care personnel. 1. The Chemical formula contains: humectants/moisturizers, pH balancing agents and non-allergenic preservatives. 2. The product must comply with the following chemical and physical requirements: Lotion form, completely soluble in water, contain humectants/moisturizers, maintain viscosity during specified shelf-life. Contains preservatives. 3. Product must be latex compatible. 4. Product must be compatible with chlorhexidine gluconate (CHG). 5. Product must contain surfactants. 6. The product container must show expiration date and have a shelf-life of at least one (1) year from the delivery date under normal cool, dry storage conditions. 7. Material Safety Data Sheets must be submitted with the original samples and be available to VHA agencies upon request. 8. Vendor must have a minimum of ONE (1) size in the ranges of: 4oz to 9oz 9. Vendor must have a minimum of ONE (1) size in the ranges of: 10oz to 34oz Health Care Bath, Body Wash and Shampoo: Intended Use: This specification covers a skin care lotion product specifically designed for routine bathing and shampooing. This skin cleanser does not contain an antimicrobial agent and is appropriate for placement in patient shower/bathrooms. 1. The product complies with the following requirements: stable chemical formula with the following ingredients: water, surfactants, humectants/moisturizers, pH balancing agents, viscosity adjusting agents, liquid form, soluble in water. 2. The surfactants utilized within the formulation must exhibit minimal irritancy effects when cleansing the skin. 3. Product must be non-allergenic. Each vendor must submit documentation that insures the product does not produce allergenic or irritancy effects when utilized in the prescribed manner for this product. 4. Product label must be color coded to identify product. 5. For all products, each label must include the product description, brand name, product code number, list of ingredients, directions for use 6. Material Safety Data Sheets must be submitted with the original samples and be available to VHA agencies upon request. 7. Vendor must offer sizes in the range of: 4oz to 10oz 8. Vendor must offer sizes in the range of: 33.81oz to 40.58oz
