- Description
- The United States Air Force Nuclear Weapons Center (AFNWC) in coordination with the United States Air Force Distributed Mission Operations Center (DMOC) 705 CTS intends to issue a contract, FA9422-10-C-0001, to acquire technical support services. This 8-1/2 month bridge contract will provide technical and analytical expertise for the execution of DMOC training events, tests, and experimentation activities and system development in support of battlespace operations until a competitive small business set-aside competition can be completed and an adequate contractor transition performed. This is a continuation of effort to the existing Technical Support Contract (TSC) currently performed by Scientific Research Corporation (SRC), 2300 Windy Ridge Parkway, Ste 400 South, Atlanta, GA 30339-8431. AFNWC/PKE intends to award a contract on a sole source basis under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2). Award to another contractor will result in substantial duplication of cost to the Government, which cannot be recovered through competition, and presents unacceptable delays which would jeopardize up to 21 joint, agency and coalition training programs. Based on an evaluation of Statements of Capability submitted in response to the sources sought notice issued on 22 Dec 09 for this effort, AFNWC/PKE and the 705 CTS program office concluded that only the incumbent, SRC, possesses both the capability and experience necessary to effectively provide DMOC 705/CTS with continued technical analysis support until completion of the competed requirement. SRC was the only contractor that adequately demonstrated the ability to provide the knowledge, skill and experience while meeting all the security requirements to perform DMOC's mission without work stoppage. While this notice of intent is for information purposes only, and is not a request for competitive proposals, interested parties may identify their interest and technical capability, and submit information which shall be considered by the agency. Capabilities information, which shall not exceed 20-pages in length, may be emailed to: cassandra.caputo@kirtland.af.mil. Responses from small, disadvantaged business firms are highly encouraged. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Justification and Approval document for sole source award will follow shortly. The Government will not recognize any cost associated with submission of information in response to this or previous notices.
