- The CFTC intends to award a sole source purchase order under Simplified Acquisition Procedures to Mr. George A. Jones, Jr of South Holland, IL. The anticipated date of award is February 1, 2010. CFTC is in the process of hiring a new Lead Information Technology Specialist and requires the services of a Contractor who can provide interim services which will include knowledge transfer once the federal person is hired. Specifically, the Chicago Regional Office for the Commodity Futures Trading Commission (CFTC) is in need of contractor services to support the analysis, planning, implementation and documentation of the infrastructure expansion and migration projects currently in progress. The detailed services required include: (1) sustaining uninterrupted service of the network operational activities during the build-out and reconfiguration of the physical office space and the associated Local and Wide Area Network Infrastructure components, including the deployment of Cisco routing and switching equipment; (2) providing and implementing Internet and Wide Area Network circuits; (3) overseeing the installation and configuration of IT equipment for the new computer training facility in Chicago; (4) overseeing the deployment of new telephone switch equipment; (5) providing expert technical advice to senior staff at the Chicago and Washington, D.C. offices and (6) providing knowledge transfer of all activities and infrastructure to federal staff. The CFTC recommends a sole source award to George A. Jones, Jr. to perform the activities outlined above on a temporary basis. Mr. Jones has been the sole provider of office automation in the Chicago Office for more than 22 years. Mr. Jones' specific experience include onsite technical support to staff involved in end-user computer and office automation; technical and administrative support for users in remote offices; administration of a Local Area Network (LAN); development, testing and implementation of software for use in providing services; developing and implementing the initial CFTC LAN and Personal Computer Programs; and performing requirements analysis of hardware and software needs required to support the current infrastructure expansion and migration projects. Mr. Jones has experience and superior knowledge related to the organizational structure and functional goals of various divisions of the CFTC. Mr. Jones has experience specific to the implementation of network routers and switches for both data and telephone systems as well as detailed knowledge of the requirements and policies of the Office of the Building at 525 West Monroe Street, Chicago, IL. His direct experience and knowledge will provide for minimal to no disruption of IT service to CFTC staff in the Chicago Regional Office. Mr. Jones has unique and critical institutional knowledge of CFTC's IT infrastructure, telecommunications, and IT policy necessary to maintain continuity of operations, on a temporary basis, during a period of professional turnover and transition at the Commission. This notice is not a request for offers and no solicitation is available. Interested parties may respond in writing within 6 days of the date this notice is posted. However, such responses will be used solely to determine whether a competitive solicitation should be issued and will not be the basis for an award. Telephone calls will not be accepted.
