Description
Statement of Work (attached) Sources Sought/Request for Information Description REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for market research and capability purposes only. This request for information should not be construed as an Invitation for Bid, Request for Proposal/Quote or Solicitation. This request is not to be interpreted as a commitment on the part of the Government to award a contract and responses received will not be evaluated as a proposal. Furthermore, the Government will not pay or reimburse respondents, cost expenses, for any information submitted as a result of this request. The Defense Logistics Agency (DLA) is seeking information from all size business concerns under NAICS 238210 capability for Electrical Services for operation, maintenance service, repair, construction and minor construction and alteration services for buildings and structures of electrical systems, related components, systems and equipment. Electrical services, if pursued and awarded, would be performed at the DLA, Andrew T. McNamara headquarters Complex, Fort Belvoir, VA. Service also includes a Child Development Center, the Defense Threat Reduction Agency, three guard houses, one outfall structure, one pump house and a recreation building. Total square footage for area of performance is 1,000,000 sq. ft. combined. Interested parties must be capable of providing all labor, supervision, project management, tools, materials, equipment, incidental engineering and transportation necessary to perform in accordance with general craft and industry standards, applicable laws, regulations, codes, local, and state and Federal specifications. Response Submittal: Responses shall not exceed 10 pages (Font Size Minimum 11; Margins not to exceed 1 inch) to include cover letter and discussion regarding general requirements, additional requirements, and certifications as outlined below: General Requirements: 1. Service Orders 2.Operation, installation, maintenance, inspection, testing and repair of utilities 3.Operation, installation, maintenance, inspection, testing and repair of electrical equipment, substations, high voltage switch gear, transformers, and associated systems 4.Operation, installation, maintenance, inspection, testing and repair of Emergency Generators, Underground Fuel Storage Tanks, Paralleling gear, Automatic Transfer Switches and Uninterruptible Power Supply Systems 5.Operation installation, maintenance, inspection, programming, testing and repair of Fire Detection Systems and Electronic Security and Access Control Systems, Surveillance Camera System, Control Barrier systems and associated components 6.Operation installation maintenance, inspection, programming, testing and repair of sound masking and paging system 7.Operation installation maintenance, inspection, programming, testing and repair Floating Fountain 8.Indefinite Quantity work items construction, minor construction and alterations and equipment installation that exceed scope of a minor service order Contractor Licensing, Certification and Specific Experience Requirements: Contractor and Subcontractor shall possess all licenses required local, state and Federal Government. Local Government includes Fairfax County and Fort Belvoir, VA and may include but are not limited to Commonwealth of Virginia Class A Electrical Contractors License; Underwriters Laboratory (UL) 2050 certification, Fairfax county Business License; and Commonwealth of Virginia Master Electrician License Additional Requirements: 1. Companies responding to this RFI should indicate whether or not they are a large or small business, small disadvantaged business, woman-owned, HubZone small business, service disabled veteran owned or 8A. 2.Capability Statement: Provide a capability statement sufficient to demonstrate sound proficiency to perform all requirements as stated above that demonstrates resources and ability to perform relative to requirements. 3.Company Info: Company Name AND point of contact Street address City, State and Zip Code Submit responses to james.dennis@dla.mil no later than Thursday, January 28, 2010, 2:00 pm (EST). There is no guarantee that the Government will issue a solicitation for subject services.
