- The proposed contract action is for an acquisition for which the Defense Distribution Center, New Cumberland, PA intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) for the Psion Teklogix System Upgrade. The Psion Teklogix System Upgrade is in accordance with new security mandates (802.11) imposed in Tracy California. This requirement will provide radio frequency equipment for Tracy, California, DDJC, by upgrading access points and implementing a new version of Map RF that includes Intrusion Detection System. This procurement has a period of performance form 8 March, 2010 thru 19 March, 2010. Psion Teklogix is the only source that can provide these services to the current system operating in our DDC Depots. This current system is from Psion Teklogix and is a standard across DDC depots. No other vendors are authorized by Psion Teklogix to provide the items pertinent to this requirement. Psion Teklogix will provide the Intrusion Detection System software and installation services. Any attempt to develop an alternate source to provide this service, if possible, would result in a substantial cost to the Government. Accordingly, the Government intends to award a sole source, firm fixed price purchase order (FFP) utilizing FAR Part 13 to Psion Teklogix for Systems Upgrade. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The performance of this procurement will begin 8 March, 2010 and continue through 19 March, 2010. The North American Industry Classification System (NAICS) code for this effort is 541511 with a small business dollar standard of $25,000,000.00. All responsible sources may respond by submitting qualifications/capabilities of the company to provide the System Upgrade by 3:00 PM EDT, Friday February 05, 2010 to Joshua Bell, Acquisition Operations, DDC J7-AB, J Avenue, Bldg 404, New Cumberland, PA 17070, Phone: 717-770-6081, FAX: 717-770-7591, or e-mail: Joshua.bell@dla.mil for consideration by the agency. If no affirmative responses are received by 3:00 PM EDT, Friday February 05, 2010 to determine whether a qualified source is more advantageous to the Government, a purchase order will be negotiated and awarded to Psion Teklogix.
