- TERMS AND CONDITIONS - 202004 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Federal Bureau of Investigation (FBI) is issuing a Request for Quotation (RFQ) under solicitation number RFQ-OSCU-202004. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. This RFQ is being set-aside exclusively for small businesses and is issued under North American Industry Classification System (NAICS) Code 517110, with a small business size standard of 1,500 employees. REQUIREMENT DESCRIPTION/ OBJECTIVE: The FBI anticipates issuing a single award, fixed-price contract for facilities located in Puerto Rico: San Juan, Cataño, Ponce, Fajardo, and Aguadilla. Each site shall have the following specifications: San Juan Federal Office Building: Internet service with dedicated 3Mbps bandwidth (upstream and downstream), redundant 1.5 mbps (upstream and downstream) connection via separate carrier and 5 static IPs. Other Facilities (Ponce Resident Agency, Fajardo Resident Agency, Aguadilla Resident Agency, Cataño Offsite): Internet service with dedicated 1.5 Mbps bandwidth (upstream and downstream) and on (1) static IP. **Quotes should include any applicable costs including installation** The anticipated period of performance for this requirement will be from date of award through September 30, 2010. PROVISIONS/CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors - Commercial (JUNE 2008) applies to this acquisition. A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (AUG 2009), must be included with your quote. The following clauses apply to this acquisition as well: FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAR 2009), and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (DEC 2009) (Please refer to attachment for additional FAR clauses cited in 52.212-5 that are applicable to the acquisition). EVALUATION OF QUOTES: The Government will award a purchase order resulting from this solicitation to the responsible quoter, whose quote, conforming to the solicitation will be most advantageous and provide the best value to the Government. Award will be made on the basis of the lowest evaluated price quote meeting the requirements of the solicitation. SUBMISSION OF QUOTES: Quotes must be submitted by 5:00 pm EST on Friday, February 5, 2010. Only written quotes will be accepted.
