- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Pre-Solicitation Synopsis: The Government intends to procure Weapon Conversion Kits for the Special Operations Forces Combat Assault Rifle (SCAR)/MK16/MK 17 rifle. These items have been determined to be a non-commercial item and are intended to fulfill a requirement for training equipment for the SCAR. The North American Industry Classification System (NAICS) Code for this procurement is 332992 and the size standard is 1000 employees. Naval Surface Warfare Center, Crane Division intends to enter into a Firm Fixed Price, IDIQ (5-year) type contract. This procurement will be sole source in nature and the anticipated contract will be awarded to Ultimate Training Munitions Ltd., Hampstead Avenue, Mildenhall, Suffolk, IP287AS, GBR. This requirement is for the following: CLIN 0001 - MK 16 Weapon Conversion Kit that consist of the conversion bolt carrier assembly, the CQC blue conversion barrel, 7 blue magazines and an operator's manual. CLIN 0002 - MK 16 Conversion Bolt Carrier Assembly. CLIN 0003 - MK 16 CQC Blue Conversion Barrel. CLIN 0004 - MK 16 Standard Blue Conversion Barrel. CLIN 0005 - Blue Magazine. CLIN 0006 - MK 17 Conversion Kit (Conversion Bolt Carrier, CQC Blue Barrel, 7 Blue Magazines, Operator's Manual. CLIN 0007 - MK 17 Conversion Bolt Carrier Assembly. CLIN 0008 - MK 17 CQC Blue Conversion Barrel. CLIN 0009 - MK 17 Standard Blue Conversion Barrel. CLIN 0010 - MK 16 Conversion Kit Case. CLIN 0011 - MK 17 Conversion Kit Case. CLIN 0012 - Engineering Services, CLIN 0013 - "Train the Trainer" Training Services. CLIN 0014 - New Equipment and Refresher Training Services. The Government intends to issue a solicitation on or about 08 February 2010. The contract type will be a Firm-Fixed price Indefinite Delivery/Indefinite Quantity (IDIQ). The minimum quantity/dollar threshold is $100,000.00 with a maximum quantity/dollar threshold of $9,900,000.00. The contract will be F.O.B. Destination. Delivery is required 120 days after the effective date of the contract (DAC). Any subsequent delivery orders will order any combination of CLINs 0001 - 0014, within the minimum/maximum thresholds established within the delivery order restraints that will be established in the solicitation. A proposal which contains any pertinent information the Government should be made aware of and relative pricing information is required by the closing date of solicitation. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet @ www.ccr.gov. The solicitation will be available on or about 08 February 2010 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO for amendments that may be issued to the solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed.
