Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. Solicitation VA-244-10-RQ-0103 is issued as a request for quote (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. The procurement is being issued as a small-business set aside under NAICS code 238220, size standard $14 million. Service Description Provide modification for three existing boilers as described below: CLIN 01: Contractor shall provide all labor, equipment, tools and supervision necessary to replace existing motorized gas values on three Keeler Boiler Units rated at 18,000 pounds of steam per hour. The units are located at the Wilkes Barre Veterans Affairs Medical Center (WBVAMC), 1111 East End Boulevard, Wilkes Barre, PA 18711. Currently each boiler has two motorized Maxon values (3 Series 5,000, Serial # 72A17498, 120 volts with proof of closure switches). Contractor shall isolate and shut off utilities at one unit at a time, i.e. two remaining units must remain operational. Contractor will purge all gas from train prior to disassembly and test piping to assure gas train is free of all combustible gases. Contractor shall replaced existing valves with new Maxon automatic valves, Item No. 300 C MA11, valves services 3CP 5000. Two valves will be installed on each of the three boiler units (six new valves total). New valves are flanged, which will require modification to piping prior to installation. Contractor shall insure new valves are tied into the existing controls systems, which is manufactured by Hays-Cleveland/Allen Bradley. The items called for by this RFQ has been identified by a brand name or equal description, such identification is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of product that will be satisfactory. Equal products (including products of the brand name manufacturer other than the one described by brand name) will be considered for award if such products are clearly identified in the offer and are determined by the Government to meet fully the salient characteristics requirements listed in the RFQ: size - 3 DN80, flow capacity - CP flow, valve type - automatic valve, normal position - shut off valve, area classification - general purpose, body connection - ANSI Flanged (PN20), body seal/bumper material - BunaN orings/BunaN bumper, body material - cast iron, internal trim package - -1 Trim Package, solenoid voltage - 115V 60HZ, motor voltage - 115V 60 HZ, motor timing - 6 second, switches VOS2/VCS2, enclosure rating NEMA 4, instruction language English, fuel Natural Gas, top assembly position right, tagging no tagging, min/max ambient temperature - -20F min and 140F max, min/max fluid temperature - -20F min & 140F max, MOPD 40, solenoid current 0.32, motor current 1.7, and agency approvals FM, CSA, UL, GAD. Only new (no used/refurbished/surplus) products with full manufacturer warranty will be accepted. A site visit will be held on Wednesday 27 January 2010 at 2:00 PM EST. Please RSVP prior to noon on Tuesday 26 January 2010 to rachel.turk@va.gov. Contractors will meet for the site visit in the basement of the WBVAMC near the silver elevators. Performance must be completed within ninety days from date of award. Work can be performed during normal business hours, excluding Federal holidays. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005 37. SOLICITATION PROVISIONS/CONTRACT CLAUSES: 1. FAR 52.212-1 Instructions to Offerors - Commercial Items (Jun 2008): Contractor shall describe approach for completing work, including estimated timeframe. Contractors approach shall not exceed two pages single spaced. Provide at least one reference for a similar scope project (experience with Hays-Cleveland systems is strongly preferred). Quotes shall be submitted in the form of a firm-fixed price to complete the entire project; however, contractors are required to break their labor and material costs out. 2. FAR 52.212-2 Evaluation Commercial Items (Jan 1999): The evaluation factors are contractors approach, past performance and price. 3. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (Aug 2009): Offerors must include a completed copy of the provision with quote or have an updated filing with ORCA. 4.
