- Synopsis: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-01a-4232-10 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The requirement is "unrestricted" "full and open competition" with a NAICS Code of 541511 (Computer software programming services, custom). The description of the commercial service is for development of a web-based, decision support system for tracking and managing whiteflies and virus across commodities software program. In order to fulfill our commitment to the federally funded project "Development of a Decision Support System for Managing Viral Watermelon Vine Decline and other Vegetable Diseases Caused by Whitefly-Transmitted Viruses in the Southeast" we've received permission to hire an IT service provider to help meet the specific objective: Develop a web-based, decision support system for tracking and managing whiteflies and virus across commodities. To accomplish the task, we seek a company with experience serving the IT needs of the agricultural industry, as well as the federal government. Specifically, the successful company must have recent experience working with the fruit and vegetable industry and demonstrate through past performance information, the evidence that their software/program/IT system has become an integral part of a functional integrated pest management (IPM) program. Agricultural experience plays a key part in the success of this IT support. The IT platform developed should include interfaces for uploading and managing GIS and related data, links to other internet information sources, public and restricted websites, geographic information system (GIS) tools, and programs for personal digital assistants (PDA) and other mobile devices. The IT tools should allow for a wide-range of information in the form of animations, commentary, reports, graphs, tables, and maps to be distributed to a number of stakeholders. To measure progress, the project will be considered 50% complete when "version 1" of the program has been distributed to the local contingency of scouts for use, and 75% complete when input can be gathered in the field with PDA and then downloaded to the main server for processing. The project will be considered complete, when the end-user has been trained by company personnel and the software/program/IT system performs as described above. Research will be performed in Collier, Henry and Lee counties, FL. The projected period of performance is from the date of award through September 1, 2010. The selection resulting from this request for quotation will be made on the basis of the lowest priced technically acceptable quote from responsible quoter. Vendor submitting quote must include three (3) references showing work with a Government entity and Agriculture in past two (2) years. Once the Contracting Officer has decided to whom an order will be issued, a unilateral order will be issued using an Optional Form 347. A purchase order will be in existence once the Contracting Officer has signed the order. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for bid. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Contracting Officer will evaluate quotes on the basis of information furnished by the quoter that demonstrates that they meet the requirements of the Performance Work Statement. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Telephonic inquiries will not be accepted. Quotes must be mailed and are due by COB January 29.2010. The quote must include Dunn and Bradstreet number, CAGE code and Federal Tax ID number. In addition, quoters must be registered in the Central Contractor Registration database at www.ccr.gov and completed registrations on the Online Representation and Certification Applications website at http://orca.bpn.gov/ to be considered for selection. (A) The Contractor shall comply with the following Federal Acquisition Regulation (FAR) clauses, which are incorporated in this contract by reference, to implement provisions of law or Executive orders applicable to acquisitions of commercial items. FAR clause 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.247-64 are applicable to this acquisition: 52.217-9, 52.219-14, 52.222-3, 52.222.4, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-41, 52.222.50, 52.246-4.
