- The Program Manager for Training Systems (PM TRASYS) is issuing this Special Notice to inform Industry of the intent to award a sole-source purchase order to Survival Systems, USA of Groton CT for a Submerged Vehicle Egress Trainer (SVET). This device is currently located at MCB Okinawa, Japan. The procurement is for 1 SVET at the procurement cost of $1,041,244. The trainer has been previously leased from SSI, it is a commercial product provided by SSI, and is being sold as used. It is the Government's intent to award on a sole source basis to the prime manufacturer, Survival Systems, USA, 144 Tower Ave, Groton, CT, USA 06340. The Government will initiate a full and open competition for 3 additional SVETs in the near future for the following Marine Corp Bases: Camp Pendleton, Camp LeJeune, and Kaneohe Bay. Quotes are not being requested at this time and a written solicitation is not being used. This purchase will be made without providing for Full and Open Competition as authorized by FAR 6.302-1. The anticipated award date is 26 FEB 2010. This notice is neither a request for competitive proposals nor solicitation of offers. The government's decision not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
