Description
Solicitation Number W911YP-10-T-2201 for non-personal commercial services for mess attendants and contract cooks is issued as a total small business set aside. The contractor shall provide all labor and expertise necessary to perform and supply qualified dining hall mess attendants and contract cooks as detailed in the Performance Work Statement (PWS). The services will be utilized at the Utah Air National Guard Base, 765 North 2200 West, Salt Lake City, Utah 84116. Period of Service: 1 Base Year, 01 March 2010 28 February 2011 and 4 Option Years, 01 March 2011 28 February 2015. Option years will be picked up at the governments discretion. Hours of Service: 1 to 2 Unit Training Assembly (UTA) weekends per month (Saturdays and Sundays) 0600 1530 hours. Number of Mess Attendants: 6-13 per day. Number of Cooks: 8 per day. See the PWS Appendix A for specific UTA dates and requirements. Dates and numbers of mess attendants and cooks are subject to change during the year based on mission requirements. The anticipated award date is 22 February 2010. A site visit will be conducted on 04 February 2010 at 10:00am at the Utah Air National Guard Base. Interested contractors must contact Ms. Shelley Schrader at shelley.schrader@ang.af.mil, to request their company be added to the site visit. The contractor must notify Ms. Schrader no later than 02 February at 12:00pm in order to be allowed base access. The contractor will be required to provide all names and social security numbers of individuals attending the site survey. Individuals attending the site survey must present valid picture identification issued from a United States Federal or State agency. The Utah Air National Guard Base is a closed base, pursuant to Section 21, Internal Security Act of 1950, 50 U.S.C. 797, Homeland Security Presidential Directive (HSPD 12 and Federal Information Processing Standards 201 (FIPS), only those persons granted permission may enter. As such, the contractor and its employees will be required to provide consent to a criminal history background check as directed by 10 U.S.C. 8013, Executive Order 9397. All firms or individuals responding must: 1) Provide their Cage Code and be registered in the Central Contractor Registration (CCR) database, www.ccr.gov, 2) Complete FAR 52.212-3, Offeror Representations and Certifications or have them available at ORCA, www.orca.bpn.gov, 3) Registered in Wide Area Workflow (WAWF), www.wawf.eb.mil, 4) Provide Tax payer Identification Number with their quote. A copy of the written solicitation including the Performance Work Statement is available at FedBizOpps on 22 January 2010. Qualified contractors should submit written offers; oral offers will not be accepted. All quotes must be received no later than 10:00am Mountain Standard Time on 12 February 2010. Quotes must be sent to Ms. Shelley Schrader, Utah Air National Guard, Base Contracting Office, 765 North 2200 West, Salt Lake City, Utah 84116 or shelley.schrader@ang.af.mil. Contractors must insert the per hour rate per mess attendant or cook quoted by your company in the space provided in all Line Item Nos, i.e. $_____ per hour per mess attendant or cook. Refer to Appendix A of the PWS for the UTA Schedule to calculate the Net Amount cost for Line Items 0001 and 0002. The Net Amount Line Item costs for Contingency Line Items and Option Years, Line Items 0003 to 0015, cannot be calculated because the hours/days are undetermined; however, the hourly cost MUST be completed as part of the quote.
