Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this request is 70181-A-Q035 and is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 05-37) and Federal Acquisition Regulation (FAR). This procurement is a small business set-aside. The applicable NAICS classification code is 813312 with size standard of $7.0 employees and PSC code is 8820. SPECIFICATIONSThe U.S. Fish and Wildlife Service is requesting quotes for assistance with polar bear captures in the Chukchi Sea. Contract Period: April 5 - May 1, 2010 (note contract period allows for any changes in scheduling due to weather or other unforeseen circumstances) LINE ITEMSPlease provide a detailed price schedule for the following items: Line Item 001: Polar Bear CapturesQuantity: 80 HrsPrice per item: $______________ Line Item 002: Travel ExpensesQuantity: 1Price: $_____________ Salient characteristics:Due to the length of polar bear capture operations, the US FWS is looking for assistance via highly experienced individual outside of Service employees to assist with capture operations. Goal/Objective To provide assistance to FWS staff with polar bear capture operations. Vendor will be stationed at Red Dog mine port site and fly daily out on the sea ice to locate and capture polar bears. Vendor will assist in captures via helicopter darting and sampling and measuring of immobilized polar bears. Assistance is requested April 7-21, 2010. Vendor will be required to provide transportation from their home to Anchorage, Alaska. A charter from Anchorage, Alaska to Red Dog mine port site will be provided on April 7 and returning on April 21, 2010. The vendor will be responsible for all related transportation costs between their home and Anchorage, Alaska including accommodations in Anchorage, baggage charges, etc. Room and board will be provided at Red Dog mine port site between April 7 and 21. Between April 7-21, the vendor will fly daily by helicopter onto the sea ice up to 70 miles offshore to locate and capture polar bears. Vendor will assist FWS staff with helicopter-based immobilization via darting with a Palmer dart rifle. Vendor will assist FWS staff in collection of samples from immobilized bears including blood, hair, fat biopsies, and teeth. Vendor will assist with deploying satellite radiocollars and taking measurements of length, girth, skull size, and body mass. All capture and sampling procedures will adhere to the US Fish and Wildlife Service's standard operating procedures approved by the Animal Care and Use Committee Tasks: 1. Provide assistance to FWS staff with polar bear capture operations between April 7-21, 20102. Assist in captures via helicopter darting, including identifying safe habitat for a capture attempt, loading dart rifles, and administering darts. 3. Assist with sampling and measuring of immobilized polar bears based on standard operating procedures. 3. Provide transportation from their home to Anchorage, Alaska. A charter from Anchorage, Alaska to Red Dog mine port site will be provided on April 7 and returning on April 21, 2010. The vendor will be responsible for all related transportation costs between their home and Anchorage, Alaska including accommodations in Anchorage, baggage charges, etc. Room and board will be provided at Red Dog mine port site between April 7 and 21. 4.
