Description
THIS IS NOT A REQUEST FOR PROPOSAL. THERE IS NO RFP PACKAGE TO DOWNLOAD. ALL INFORMATION NEEDED TO SUBMIT SF 330 (ATTACHMENT 2) DOCUMENTS IS CONTAINED HEREIN. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. Architect-Engineering (A-E) services are required for a Firm Fixed-Price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract. The required A-E services are for preparation of design plans and specifications for a multiple year, multiple phased design of a comprehensive water and wastewater treatment system program specifically for the Marine Corps Base, Camp Pendleton and also other Marine Corps Bases within the California and Arizona geographical areas. The majority of the work to be placed under this contract is expected to be performed in the state of California. The exact location of the requirements will be designated on individual task orders. This proposed contract is an unrestricted procurement. The NAICS Code for this procurement is 541330 and the annual small business size standard is $4.5M. The maximum contract value may not exceed an aggregate of $28,000,000. The minimum guarantee for the contract shall be $5,000. The value of individual task orders executed under this contract primarily range from $10,000 to $2,500,000. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. Contractors are not guaranteed work in excess of the minimum guarantee. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. The contract term is for a one-year base period with four option periods. Each performance period will run 365 calendar days, or until the maximum dollar limit is reached, whichever occurs first. The Government may exercise the option period unilaterally. Estimated start date for this contract is September 2010. Federal Acquisition Regulations (FAR) Part 36.6 (Brooks Act) selection procedures apply. All Architect-Engineer Firms are cautioned to review the restrictions of FAR 9.5 Organizational and Consultant Conflicts of Interest and FAR 36.209 Construction Contracts with Architect-Engineer Firms. If the Architect-Engineer Firms under this contract prepare or assist in preparing a statement of work, specifications and/or plans, and/or engineering estimates, the Architect-Engineer Firms and its subsidiaries/affiliates shall be ineligible from providing the subsequent construction. 2. Statement of Architect/Engineering Services: The scope of the contract includes the following: This water/wastewater treatment system program will include, but not be limited to, currently planned Military Construction (MILCON) Projects: P-113 South Water System Total Dissolved Solids (TDS)/Total Organic Carbon (TOC)/Corrosion Control Facility; P-1041 SRTTP Expansion; P-1043 Northern Tertiary Treatment Plant & Conveyance; P-1045 North-South Conveyance; P-1044 Northern Regional Water Treatment Plant & Conveyance; P-1046 North Area Waste Water Conveyance; and P-1175 TDS/TOC Constituent Control Reuse Water. The water/wastewater treatment system program may also include, but not be limited to various Marine Corps Special Projects for repair and upgrades. Engineering services could include treatment analysis and characterization, flow and chemical monitoring, testing and analysis, wastewater treatment modeling and analysis, groundwater modeling and analysis, seismic upgrades, grading paving, utility systems upgrade, identification of and design for lead paint abatement, life safety, site surveys, site investigations, geotechnical engineering, cost estimating, and economic analysis required to develop and define actual costs of construction. Also included are short and long term planning involving water and wastewater facilities, feasibility studies, and 1391 planning documentation preparation. This work may include, but is not limited to, development of Request for Proposal (RFP) packages for Design Build projects or fully designed plans and specifications, for the water / wastewater treatment system program, including construction support services for new and existing facilities. 3. SELECTION CRITERIA AND SUBMITTAL REQUIREMENTS: The selection will be based on the criteria listed below. Criteria 1 and Criteria 2 are most important and equally weighted. Criteria 3 through Criteria 9 are listed in descending order of importance: Criteria 1, Professional Qualifications; Criteria 2, Specialized Team Experience; Criteria 3, Past Performance; Criteria 4, Quality Control; Criteria 5, Sustainable Design; Criteria 6, Location; Criteria 7, Capacity; and Criteria 8, Commitment to Small Business Concerns and Criteria 9, Volume of Work. SF 330s will be evaluated to determine the most highly qualified firm based on criteria responses. Evaluating past performance and experience may include review of information provided by the firm, customer inquiries, government databases, and other publicly available sources. Failure to provide requested data, inaccessible points of contact, or invalid phone numbers could result in a firm being considered less qualified. All projects provided in the SF 330 (Architect-Engineer Qualifications) must be completed by the office/branch/individual team member actually performing the work under this contract. Projects not performed by the office/branch/individual team member will be excluded from evaluation consideration. The following elements may result in a higher rating and should be addressed accordingly when preparing criteria responses: a) Projects completed within the last five (5) years; b) Projects completed by the prime contractor; c) Projects completed by the personnel proposed for this contract; d) Established relationship between prime contractor and proposed team subcontractors in the types of work identified under the paragraph entitled Statement of Architect/Engineering Services A. SUBMITTAL REQUIREMENTS Format/Quantities of Proposals: The SF330 Part 1 is limited to 30 single-sided pages, 8.5" X 11" pages. The page restriction does not include Criteria 8, Commitment to Small Business Concerns or the Performance Evaluations (Form 2631s) required to be submitted under Criteria 3. Criteria 8 shall be submitted a separate file from the SF330. Minimum font size is no smaller than Times New Roman, 10-point. a) One (1) original and four (4) copies of SF 330 for the prime offeror (which also includes a completed Part II for the firm and key subconsultants) addressing the following selection criteria information; and b) one compact disk copy, in Adobe Acrobat format, of the complete SF330 being submitted by the firm. The SF330 should also address the following information: SF330, Part 1, Section B: Contract Information: In Block 5, list firm's Dunn and Bradstreet and Taxpayer Identification Number in addition to the name of the firm. SF330, Part 1, Section D: Organization Chart: In addition to the Instructions provided for the SF 330, identify the overall relationship and lines of authority of the proposed team, including key subconsultants. (Note: All individuals listed on the organization chart are not required to have a resume in Section E, such as administrative or lower level engineering positions.) This chart shall not be counted as part of the 30 page limitation. This chart must be affixed to the submittal to avoid separation in handling. B. SELECTION CRITERIA CRITERIA 1, PROFESSIONAL QUALIFICATIONS: Professional Qualifications of staff and consultants to be involved in the preparation of engineering studies, designs, drawings and specifications with experience in successfully meeting concurrent fast-track water and/or wastewater facility design schedules; completion of feasibility and engineering studies involving major (over $1 Million) water and wastewater systems involving short and long term planning for repair, upgrades and new construction projects; completion of design drawings and specifications involving complex water and wastewater systems and facilities, including but not limited to: potable water and wastewater treatment technology and analysis, geotechnical engineering, site surveys and investigations (including environmental as well as engineering), cost estimating, economic analysis to develop and define actual construction costs, computer modeling of water and wastewater systems, computer modeling of surface water movement and river engineering, and wast! ewater effluent reuse and regulatory requirements; completion of Request For Proposal (RFP) packages for design-build contracts, specifically with potable water and wastewater utilities, utilizing performance-based specification requirements; the coordination of various architectural and engineering disciplines and the various aspects of phasing construction to accommodate funding requirements or customer needs; working knowledge and experience with current environmental laws and regulations applicable to construction projects including, but not limited to: biological constraints and requirements, National Environmental Policy Act (NEPA) constraints and requirements, potable water, wastewater and wastewater effluent regulations and requirements, Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), habitat restoration and mitigation; and coordinating with various environmental regulatory agencies. List only the team members who will actually perform major tasks under this contract. Qualifications should address each individual's specific contribution to the efforts contemplated by this contract. Submission Requirements: Provide brief resumes of each proposed team member who will specifically perform the major tasks listed above for this project. All key personnel must be professionally registered/accredited in their discipline. Provide the highest level of education achieved and the number of years engaged in the discipline. Each resume shall include a maximum of five (5) specific, recently completed projects that best illustrate the individual member's qualifications. Recent is defined as within the past five years. Note: Recent projects completed in California and Arizona may receive a higher rating for this factor. CRITERIA 2, SPECIALIZED TEAM EXPERIENCE: Recent (less than 5 years) Specialized Experience of the firm (including consultants) in completion of feasibility and engineering studies involving major (over $1 million) water and wastewater systems involving short and long term planning for repair, upgrades and new construction projects; completion of design drawings and specifications involving complex water and wastewater systems and facilities, including but not limited to: potable water and wastewater treatment technology and analysis, geotechnical engineering, site surveys and investigations (including environmental as well as engineering), cost estimating, economic analysis to develop and define actual construction costs, computer modeling of water and wastewater systems, computer modeling of surface water movement and river engineering, wastewater effluent reuse and regulatory requirements; completion of Request For Proposal (RFP) packages for design-build contracts, specifically with potable water and wastewater ! utilities, utilizing performance-based specification requirements; the ability to coordinate various architectural and engineering disciplines and the various aspects of phasing construction to accommodate funding requirements or customer needs; working knowledge and experience with current environmental laws and regulations applicable to construction projects including, but not limited to: biological constraints and requirements, NEPA constraints and requirements, potable water, wastewater and wastewater effluent regulations and requirements, RCRA, CERCLA, habitat restoration and mitigation; demonstrate how the proposed team for this contract has had successful synergy and worked as a team on past projects. Submission Requirements: For the proposed team, provide a maximum of ten (10) specific, recently completed projects that best illustrate overall Specialized Team Experience. Recent is defined as within the past 5 years. Include within block 24 of the SF330, Section F, a brief narrative for each project. Discuss effectiveness by conformance to scope, adherence to performance schedules, limiting changes, creative engineering solutions provided, and delivering a product that satisfies the requirements. Note: Recent projects completed in California and Arizona may receive a higher rating for this factor. CRITERIA 3, PAST PERFORMANCE: Past performance with Government agencies and private industry on projects requiring similar services to those shown in Criteria 1 and Criteria 2 in terms of quality of work, cost control and compliance with performance schedules. Points of contact provided in other criteria may be contacted. A firm with no record of past performance information shall be evaluated neither favorably nor unfavorably. Submission Requirements: For each project provided as experience under Criteria 1 and Criteria 2: a) If a federal contract, provide a copy of all DD Form 2631s, Performance Evaluation - (Architect - Engineer) or other applicable form for that contract; b) If not a federal contract, provide facility owner documentation of the firm's performance issued on that contract. If no evaluation exists, so state; c) Provide accessible owner points of contact-name, title, address, telephone number, and fax number; and d) Provide copies of awards and letters of appreciation/commendation. Note: Superior performance ratings on recently completed DOD contracts may result in a higher rating for this factor. CRITERIA 4, QUALITY CONTROL: Demonstrated success of the Quality Control (QC) program used by the firm to ensure quality products. Submission Requirement: Address Quality Control program, safety policy, and the success of the program used by the firm. Describe who is primarily responsible for the QC program and how the prime firm ensures quality consistently across the entire team. Briefly describe internal quality assurance and cost control procedures and indicate effectiveness. Address the team's QC processes for checking documents for errors, omissions and quality and incorporating and tracking review comments. Of special interest are the QC processes in place that minimizes the government's effort to QA the AE's work product for errors, omissions and quality. Indicate proposed team members who are responsible for monitoring these processes. CRITERIA 5, SUSTAINABLE DESIGN: Demonstrated success and knowledge in sustainable design. Submission Requirements: Describe the team's knowledge of and experience with the Leadership in Energy and Environmental Design (LEED) program, the use of recovered materials, Low Impact Design (LID), energy conservation, and sustainable principles and concepts, particularly related to water and waste water design. CRITERIA 6, LOCATION: Firm's location within and demonstrated knowledge of the general geographical areas in which projects could be located. The work for this contract shall occur at various Marine Corps facilities and other government facilities located in California and Arizona. Submission Requirements: Indicate Firm's location of main offices, branch offices, and sub-consultants offices. Describe and illustrate the team's knowledge and availability to work in the geographical area. Address ability of the firm to ensure timely response to requests for on site support. Note: Firms with a local office in the California and Arizona areas may receive a higher rating for this factor. CRITERIA 7, CAPACITY: Capacity to accomplish the work in the required time. Submission Requirements: Describe firm's capacity to accomplish work in required time frames. Indicate the firm's present workload and the availability of the project team (including consultants) for the specified contract performance period. Address ability to perform the work to schedules and capacity to accomplish multiple, large and small tasks simultaneously. Indicate specialized equipment available. CRITERIA 8, COMMITMENT TO SMALL BUSINESS: (To be addressed by all firms, including small businesses). Use of small business concerns as subconsultants. Submission Requirements: Demonstrate commitment and use of small business concerns as subconsultants on this contract. Provide a brief narrative as how your firm will meet the following small business subcontracting goals. Provide a chart with each small business category listed; identify the proposed names of the small businesses, and the dollar amount and subcontracting percentage the prime anticipates subcontracting to each small business firm. NOTE: If a large business firm is selected for award, an acceptable subcontracting plan must be submitted before price negotiations begin for award. The subcontracting plan must reflect the following NAVFAC subcontracting goals: Small Business (SB) - 65.65%; HUBZone SB-1.37%; Small Disadvantaged Business- 16.27%; Women-Owned SB- 14.68%; and Service-Disabled Veteran-Owned SB-3.00%.*NOTE: The Government acknowledges that the percentages under the socioeconomic concerns (WOSB, SDB, Hub-Zone, VOSB and SDVOSB) may NOT total to equal "all small business goals," as some small businesses may qualify for more than one small business category. CRITERIA 9, VOLUME OF WORK: Volume of Department of Defense (DOD) work awarded to firm in past twelve (12) months with objective of equitably distributing contracts among firms, including minority owned firms and firms without prior DOD contracts. Submission Requirements: Provide a list of DOD contracts awarded in the last twelve (12) months. Firms with multiple offices shall indicate which branch office completed each project. Include agency phone numbers and points of contact. 4. SELECTION INTERVIEW REQUIREMENTS: Personal interviews may be scheduled for firms slated as most highly qualified. Firms slated for interviews may be asked to explain management and the Firms abilities. Elaborate presentations are not desired. 5. ADDITIONAL INFORMATION: All information must be included in the SF 330 package, and the Criteria 8 file. The cover letter, attachments and pages in excess of the page limitation will be excluded from the evaluation process. Per DFAR 252.204.7004, firms shall be registered with Central Contractor Registration prior to contract award. Registration information is available at the CCR Website, http://www.ccr.gov. Registration in the ORCA database, as further defined in FAR 52.204-8 is required by all prospective contract awardees in conjunction with required registration in the CCR. To register or update your company's ORCA, go to http://orca.bpn.gov. It is the offeror's responsibility to check the Navy Electronic Commerce Online (NECO) electronic solicitation website at: http://www.neco.navy.mil for any revisions to this announcement or other notices. In accordance with the Brooks Act, the A/E Firm must be a registered/licensed architectural and/or engineering firm and will be required to submit such proof prior to the interview phase of the selection process. Upon selection, a Request for Proposal will be issued to the awardee requesting discipline labor rates and contract line items. The Government has established a seven (7) day turnaround for the awardees proposal. 6. SUBMISSION OF PROPOSALS A/E firms that meet the requirements described in this announcement are invited to submit a completed SF330 to the following address no later than 2:00 p.m. local time, PST, on March 12, 2010. Submittals received after this date and time may not be considered. Firms not providing the required information may be negatively evaluated.
