- For the construction of the upgrade of existing Heat, Ventilation and Air Conditioning systems at Allentown ATCT and Base Building, Lehigh Valley International Airport, Allentown, PA. The proposed construction for the upgrade of the existing Heat, Ventilation and Air Conditioning systems include, but are not limited to, air handling units, associated condensing units, ductwork, piping and controls and electrical systems for the facility mentioned above. Construction shall conform to the latest FAA national standards and task directives, applicable building codes, standards and regulations. Security background checking will be required. Estimated Cost of Construction: Allentown ATCT: $850,000.00 - $1,500,000.00 PURPOSE: The Federal Aviation Administration (FAA) Eastern Service Area is seeking qualified construction firms to provide services for the construction of the upgrade of existing Heat, Ventilation and Air Conditioning system at Lehigh Valley International Airport, Allentown, PA. The qualification process will be based on the Evaluation Criteria stated below. FAILURE TO PROVIDE ALL INFORMATION THAT IS REQUESTED BELOW FOR EVALUATION PURPOSES SHALL ELIMINATE THE OFFEROR FROM RECEIVING THE AWARD. SMALL BUSINESS INFORMATION: This is 100% Set-Aside for Small Businesses ONLY in the states of Pennsylvania and New Jersey. The North American Industry Classification System (NAICS) code is 238220 (Small Business Size Standard of $14 million revenue). EVALUATION CRITERIA: Each potential vendor will be evaluated on the information provided in response to this SIR. Firms should ensure that the information provided is true and sufficiently complete so as not to be misleading nor require additional clarification. Firms will be rated and evaluated based on the following Key Discriminators (KD) listed in descending order of importance, governed by its basis of evaluation: A.BASIS: Acceptable/Not-Acceptable 1)KD001 - Financial Capability: Firms shall prove that they have sufficient financial resources/rating required to complete a project of this magnitude. The following information shall be provided: a.Bonding capacity per stated requirements of the Miller Act.b.Provide credit history and/or current financial statement of company. Please include letter from Bank and Credit references. Offeror's financial history (to include commitments to all current contracts) shall reflect a monthly bank balance, line of credit or mixture of both exceeding $425,000.00 - $750,000.00. This is based on approximately 50% of the independent government cost estimate of the contract and being able to float payrolls and expenses.c.Insurability to show evidence that they have sufficient professional insurance required to complete a project of this magnitude. Offeror shall provide insurance eligibility from companies authorized to do work in the state of Pennsylvania and shall cover all operations under the contract whether performed by Contractor or by his Sub-contractors. Insurance requirements shall reflect information provided on page 20-21 of SIR. 2)KD002 - Master Electrician's License: Offeror shall furnish a copy of their Pennsylvania Master Electrician's License. B.BASIS: Firm will need to obtain a total score of 85% or better for the following Key Discriminators 1)KD003 - Technical Experience/Capability (Submit SF 330): Firms shall demonstrate specialized technical experience for each contract provided in each of the following areas of conventional building renovation: a.Reinforced concrete.b.Installation of louvers.c.Structural steel.d.Membrane roofing.e.Electrical, HVAC and plumbing systems.f.FAA Experience. 2)KD004 - Past Performance (Submit SF 330): Successful past performance will be evaluated based upon input received from offerors' clients that are familiar with the work ethic and standards of the offeror. Offerors will be evaluated as to whether their company has track records of the following sub-factors: a.Contractor Responsiveness b.Quality of Service and Workmanshipc.Customer Satisfaction d.Contractor Management e.Environmental/Safety/Security Compliancef.Contractual Obligationsg.Technical Performance C.COST: The total evaluated offer will be considered in making an award decision. Prices will be assessed as to price fairness and reasonableness. DRAWINGS: Drawings must be requested via email from Steven.jones@faa.gov. BASIS FOR AWARD: This is a best value procurement. Financial Capability (to include bonding, insurance and credit history/financial statements), Master Electrician's License, Technical Experience/Capability, Past Performance and cost will be used for the basis of award. This Screening Information Request (SIR) shall qualify potential offerors for the contract award. The Government reserves the right to award on initial offers without discussions or to conduct one on one discussion with one or more offers. The Government is seeking offers that provide the best combination of quality and price in order to select the greatest value or "best value" offer. Therefore, award may be made to other than the lowest price offered.
