Description
Ref: PR FD2060-09-26111 Description: This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to issue a firm fixed price contract for the procurement of 20 Optical Windows. The specific NSN is as follows: NSN Nomenclature Total Qty 6650-01-412-9541AY Optical Window 20 The forward section window is used on the LANTIRN navigation pod, AAQ-13. The window is exposed directly in the flight path and requires a special coating to prevent erosion and/or breakage of the window. The window also requires an additional standard coating on the inside to control reflectivity. Forward Exposed Surface: Boron Phosphide for the 8.0 to 11.5 micron wavelength. Interior Surface: Coat with anti-reflecting coating in the 8.0 to 11.5 micron wavelength range. Transmittance: The coated window shall equal or exceed 77% average over the 8.0 to 11.5 micron wavelength range. Interested person(s) may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is a request for competitive proposals. All proposals received within the thirty days after issuance of solicitation will be considered. Offerors shall prepare their proposals in accordance with the instructions contained in the RFP. The government will evaluate past performance utilizing the Past Performance Information Retrieval System (PPIRS). Offerors are strongly encouraged to review ratings in PPIRS for accuracy as soon as possible. The technical data required to respond to the RFP may be obtained at the Federal Business Opportunities website. The approximate award date is 20 May 2010. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation or selection process.
