Description
Provide A/E Design Services for construction of a one story, 16,000 SF, Mental Health Research Addition at the Ralph H. Johnson VA Medical Center in Charleston, SC. Typical A/E design services and professional disciplines will be required including site prep/civil, structural, architectural, landscape, interiors, and MP&E. The proposed work will remove an existing pre-engineered building and modular offices, modify structural pavements in the area, relocate buried water distribution and drainage systems, install foundations to support a total of five stories, build one story at present, and extend existing building services to support the effort. The built space will consist of mental health exam rooms, traditional wet-laboratory spaces, and supporting administrative and utility spaces. The design portion of this project shall be completed in nine (9) months. The evaluation factors, not in priority order, shall be: 1.35% TEAM AND MEMBERS: Professional qualifications of the entire team as necessary for the satisfactory management, coordination, and performance of the required services. The team will be given particular attention for its overall coordination; previous experience in working together as a team; and estimating capabilities. Individual members of the team will be considered for their professional qualifications, experience, and background relevant to the project. 2.20% HEALTH CARE EXPERIENCE: Specialized experience and technical competence by all members of the team in health care facilities and their background in similar types of work (Mental Health, Medical Research, Wet-Labs). 3.10% BUILDING MODIFICATION EXPERIENCE: Prior experience by all members of the team in the design of modifications to existing buildings, development of these designs, and preparation of construction documents including, drawings, estimates and specifications. 4.10% PUBLIC SECTOR EXPERIENCE: Past performance of all members of the team on contracts with government agencies in terms of cost control, quality of work, and compliance with performance schedules. Ratings may be enhanced by Relevant types of Public Work, by Federal Work, and by work within the Dept of Veterans Affairs. 5.5% CAPACITY TO PERFORM WORK: Capacity of all members of the team to produce construction documents (phase II services) by January 2011 and a demonstrated ability to design within a given budget. 6.15% ABILITY TO RESPOND: Location of the principle firm in regards to its ability to quickly respond to and to communicate effectively with the Medical Center, and as regards its ability to coordinate its work with minimal impact on the Medical Centers operational constraints and limitations. 7.5% COMPUTER ASSISTED DRAFTING: Ability to work with various digital formats and to comply with local Medical Center drafting standards. Consideration is limited to concerns located within a 150 mile radius of the VAMC, Charleston, SC. The NAICS Code for this procurement is 541310 and the Small Business Size Standard is $4.5M. This notice is issued subject to the availability of funds and is not a request for proposal.
