Description
The USDA Forest Service, Manti-La Sal National Forest, intends to acquire by contract the construction of the Buckeye Reservoir Campground. This project consists of constructing the Buckeye Reservoir Campground and Boat ramp located on the Manti-La Sal National Forest. The work shall include: Closing and obliterating roadways; constructing a new campground, group site, day-use picnic sites, and dispersed camping sites with gravel roads, gravel parking stalls, gravel spurs with family units, gravel paths and site furnishings (fire rings, picnic tables, utility tables and Dutch oven fire pans); constructing a new pre-cast concrete boat ramp and gravel boat ramp parking area; installing post and pole fences, wood barrier posts, gates and cattle guards; installing an electrical pedestal and solar system at the host site; and other site features (traffic control signs, site I.D. signs, interpretive panels, bulletin boards, fee tubes, culverts, curb stops, barrier rocks and host holding tank). The project is located in the Moab Ranger District of the Manti-La Sal National Forest, Montrose County, Colorado, in Section 2, T 48 N, R 20 W. It is located approximately 57 miles southeast of Moab, UT and approximately 12 miles north of Paradox, CO. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about February 23, 2009. The projected period of performance for this project is 120 days from the issuance of the Notice to Proceed with work tentatively scheduled to begin in June 2010. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
