- (i)RECOVERY - This procurement is subject to the American Recovery and Reinvestment Act of 2009. TAS 14 1041, PMIS 113445. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii)This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. (iii)This solicitation is a total small business set-aside, NAICS 562111, with a small business size standard of 500 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and technical factors considered. Gateway National Recreation Area - 470 Hartshorne Drive, Sandy Hook Unit, NJ 07732 has a requirement/need for dumpsters and disposal of boardwalk material. Up to twelve (12) - 30 cubic yard (CY) dumpsters ordered on an as needed basis. This RFQ is for a project may extend out to September 2010 - 30 CY dumpsters shall be provided at various locations at Sandy Hook. Locations will be told to the driver the day of delivery. The dumpsters will be used for disposal of existing boardwalks. The debris will consist of pressure treated wood and boardwalk material. The contractor shall provide the transportation and disposal for all dumpsters provided. The intent of this contract is to hire a professional company with experience in providing dumpsters and disposal needed for an upcoming beach clean-up. The contractor must meet all necessary Federal, State and Local requirements for the transportation and disposal of the dumpsters and all of its materials. (v)SCHEDULE of MEETINGS, SUBMISSIONS AND ADMINISTRATIVE DETAILS: Within two (2) business days after the Notice to Proceed has been issued, the contractor shall set up a meeting with the designated park personnel for an open discussion of the tasks and priorities. This discussion must take place within five (5) business days after the Notice to Proceed has been issued. They shall allow for informal verbal and written communications with the Contracting Officer's Representative (COR) above and beyond the scheduled meetings. The Contactor shall complete the required tasks and provide daily status reports to the COR which should include the daily tally of the total tonnage of waste disposed. One (1) invoice must be submitted after completion of performance.(vi)SCHEDULE: The start date for the first (1) dumpsters will be between March 1, 2010 and April 1, 20010. Drop off time will be at 7:30 am EST. You will be given one (1) week notice of when the first dumpster is needed.(vii)LOCATION: Gateway National Recreation Area - Sandy Hook Unit, 470 Hartshorne Drive, NJ 07732. (viii)The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
