- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to issue a Firm Fixed Price contract on a full and open competition basis. The acquisition is for the procurement, installation, and training of one each X-Ray Linear Accelerator with Dual Energy. Installation will be on a Government Heco 15-ton crane at the Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA. The X-Ray Linear Accelerator also has to be compatible with a movable platform. For these reasons the X-Ray Linear Accelerator must have the following external measurements: Height: 60 inches (152cm) (not including lifting eyes)Width: 48 inches (120cm)Length: minimum: 99 inches (252 cm) maximum: 111 inches (282 cm) The X-Ray Linear Accelerator system focal spot (or target) location must be located 14.63 inches from the right side of the linear accelerator case when looking at the front of the machine. The focal spot (or target) must be located 21.4 inches from the front of the case of the linear accelerator. The focal spot (or target) must be located 17.7 inches above the bottom of the case. The focal spot (or target) diameter must not exceed 1.5mm.The center of gravity of the X-Ray Linear Accelerator system must 22.3 inches above the bottom of the case and 45.1 inches from the front of the case. From left to right the CG will be centered in the case to within 6 inches. In addition, the linear accelerator must be capable of outputting 15MeV or higher with 14,000 Rads/min or higher. Specific information to include detailed specifications shall be included in the Request for Quotation (RFQ) / Solicitation Number N68936-10-T-0070 to be issued and posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov on or about 26 February 2010 and will close 20 days after the RFQ issue date. This acquisition is for a commercial item and will be conducted using FAR Part 12 and 13.5. Delivery requirements shall be F.O.B Destination China Lake, CA. Award is anticipated on or about 21 April 2010. All responsible sources may submit a written quotation which shall be considered by the Agency. All responses shall be submitted in writing to the Naval Air Warfare Center Weapons Division, Code 210000D, Attn: S. Tang, 429 E. Bowen Road Mail Stop 4015, China Lake, CA 93555-6108. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: http://www.ccr.dlis. mi;/ccr/scripts/index.html. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA at: http://orca.bpn.gov in conjunction with required registration in the CCR database.
