- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the agency and the contracting activity. Central Texas Veterans Health Care System 1901 Veterans Memorial Drive Temple, Texas 76504 2. Nature and/or description of the action being approved. Central Texas Veterans Health Care System will enter into a contract with Greenbrier Nursing and Rehabilitation Center, 2404 Highway 155, Palestine, Texas 75803 to provide nursing home services to eligible veterans. 3. A description of the supplies or services required in order to meet the agencies needs. Services required are for nursing home services to eligible veterans. Estimated costs for this procurement are unknown. 4. An identification of the statutory authority permitting other than full and open competition. The statutory authority allowing use of other than full and open competition is Title 41 USC 253 (c) (1) and 38 USC 1710 and FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. 5. A demonstration that the proposed contractor's unique qualifications or nature of the acquisition requires use of the authority cited. Greenbrier Nursing and Rehabilitation Center will provide Community Nursing Home (CNH) services in the Palestine, Texas area. With having a facility in proximity to the veterans home or place of residence or in proximity to where the veterans family or social connections are found will provide greater satisfaction to the veteran in the facility. 6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. The Veterans Administration is mandated to provide these services IAW, Title 38 U.S.C. 1710. No solicitation will be posted to www.FedBizOpps.com but information will be provided to any business entity who request information about providing nursing home services to the Veterans Administration. 7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. Price will be determinate fair and reasonable by utilizing Resource Utilization Groups (RUG) rates. 8. A description of the market research conducted and the results or a statement of the reason market research was not conducted. Market research was conducted for nursing homes in the Palestine Texas area through an internet search. Greenbrier is the only facility in Palestine that was interested in entering into a contract and that was able to meet the Veterans Administrations requirements for nursing facilities. 9. Any other facts support the use of other than full and open competition. None 10. A listing of the sources, if any that expressed, in writing, an interest in the acquisition. None 11. A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. The Veterans Administration will review any requests from potential sources and review the need for new or additional facilities. 12.
