Description
This future opportunity notice is to advise industry that SPAWARSYSCEN Atlanticintends to issue a Request for Proposal for Core Infrastructure and ApplicationServices Integration (CASI) as a 100% Small Business Set-Aside. The anticipated work will provide analysis, design, engineering, development,testing, integration, production and sustainment of the CASI in support ofChiefof Naval Operations and the Department of the Navy (DoN). The primary goalof the CASI contract is to support federation of core services to the tacticaledge to support overall application migration to a Service OrientedArchitectureenvironment. CASI products and services will support these goals by providingService Oriented Architecture infrastructure functionality that is implementedasshared reusable services. CASI will provide a collection of core services andanassociated framework that enables Community of Interest services to beaccessed via open standards, independent of their underlying platformimplementation. CASI will utilize the common set of hardware and softwarestandard configurations along with common security policies provided by theenterprise and will achieve interoperable communications, data, and resourcesharing across the tactical environment at a stated level of performance. CASIwill provide the capability to bi-directionally transfer data with otherenterpriseservices when communication paths are available. Services developed underCASI is are intended to provide Community of Interest service developers withan infrastructure and integration platform to rapidly create new services-basedapplications that will meet changing operational requirements. Thisinfrastructure will enable Communities of Interest and end users to create,invoke, execute, and manage services and applications. The major places of performance will be, but not limited to, Charleston, SC,Washington, DC, and San Diego, CA. The applicable NAICS code for this effortwill be 541511 with a size standard of $27M. Government estimate for thiseffort is approximately $249 million. The effort is a new requirement. Theproposed RFP# for this action is N65236-10-R-0016. The contractor will betasked to accomplish the work as specified in the PWS. A performance based,cost-plus-incentive-fee, fixed-price-incentive-fee, firm-fixed-price,indefinitedelivery, indefinite quantity type contract with a base of one year with four(1)one-year options is anticipated.
