Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is W90328-0144-0001 and is issued as a Request for Quote (RFQ). Request for Quotes are due by 23 Feb 2010, 1:00 p.m. Oregon Local Time. The RFQ will result in a firm fixed price contract. This solicitation is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 611710. The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting quotes to procure the following supply or services: SUBSTITUTIONS NOT ALLOWED 1. Statement of Work The vender is to provide a Mobile Training Team (MTT) to perform training in the production and use of biological agents to the Oregon Guard. This training will increase knowledge and improve the abilities of the soldiers to respond to incidents involving the production, weaponization and dissemination of biological agents. 2. Materials and Requirements "The training shall take place in the Salem, Oregon area. "The training must consist of classroom lectures, hands-on laboratory practices and practical scenarios. "The course will be for 24 students, students must receive a 40 hour training completion certificate. "The training must enable students to distinguish between biological and chemical processes to include recognition of equipment used in each process. "The training must enable students to recognize and identify systems utilized in various bioprocesses. "The training must lead to the enhanced ability to perform site exploitation/characterizations of biological facilities and processes. "The training must ensure students identify the differences between aerobic, anaerobic and cell culture (viral) production systems. "The training must lead to recognition of the current stage of biological processes (beginning, middle or end). "The training must ensure students are able to identify prime sampling sites within a biological process. "The training must ensure students are able to recognize sophisticated lab setups and the hazards they present. "The vendor is required to submit a summary of qualifications and work experience of the team personal as well as a proposed outline of the training. "The last day of training must include a full-scale exercise requiring soldier response. The exercise must take place at an unknown off base location coordinated with awarded vendor. soldiers response will be intelligence driven and will consist of the following: -Site characterization/reconnaissance to include ambient air or environmental monitoring -Active bioprocesses to allow for sampling -Sample media able to be processed by the Analytical Laboratory System -Communications requirements to include internet, radio and telephone communications -Decontamination appropriate for biohazard entries -Command and Control requirements -Participation by federal, state and local law enforcement, fire/hazmat and public health agencies "The vendor is also responsible for providing all equipment and supplies to be utilized in the classroom lectures, hands-on laboratory practices and practical scenarios. The 102 CST is only responsible for providing facilities for the training, to include electricity, water and tables. "The vendor is required to pay for all of the lodging and travel costs for the team. 3. Period of Arrangement Training must take place 24-28 May 2010. Course hours will be a normal work day (0800-1700) 4. Proposed Pricing The prices to the Government shall be as low as, or lower than those charged by the suppliers most favored customer for comparable quantities under similar terms and conditions in addition to any discounts for prompt payment. Pricing will be in accordance with the pre-arranged pricing agreed to upon contract award. Evaluation Factors: Technical and past performance, when combined, are significantly more importance, when compared to price. The Offerors must be registered on the Central Contractors Registration database (CCR). Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Centers at 1-888-227-2423. Only contractors who are registered in the Central Contractor Registration (CCR) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors proposal. 52.212-2 Evaluation of Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the lowest priced offer which is both technically acceptable and shows satisfactory past performance.
