- Information is being collected for market research purposes and not as a request for proposal or as an obligation on part of the Government. The Government does not intend to award a contract on the basis of this market research and will not pay for information solicited but is interested in worldwide sources. The purpose of this notification is to identify parties that may have interest and capability to respond to and comply with the Armys future logistics requirements as part of the emerging Enhanced Army Global Logistics Enterprise (EAGLE) Program. Interested parties should reply indicating their interest in participating in any formal solicitation relative to the Armys future logistics requirements by completing the attached Excel spreadsheet using the following steps: step 1. Complete the Contractor Information tab to identify your business. step 2. Complete the Contractor Capabilities tab by annotating your business capabilities in the applicable Task Areas and locations. step 3. Go to the Task Area tabs 1-14 for a further breakdown of each Task Area. step 4. Complete the Sample Worksheet tab to indicate your specific capabilities and experience in performing the tasks listed on the Task Area tab. Include your past experience, if applicable, including any US Government contract and subcontract numbers and/or any commercial contracts when detailing your past experience. Please identify any proprietary information submitted. Use only one sheet per Task Area of interest. step 5. Go to the Glossary Tab for acronyms used in this document. All information submitted will be retained in the contract office files as market research and will be used for Government purposes only. Further, in an effort to develop a clearer acquisition strategy, we welcome your comments or questions on the contemplated Task Areas below, proposed methods for task order ordering procedures, reducing proposal costs and contract costs, providing feedback on proposed contractual arrangements, suggested evaluation criteria and methods, and identifying areas for small business participation including prime and subcontracting opportunities. Comments and questions are strictly voluntary and incorporation of comments into any future document will be at the discretion of the Contracting Officer. Your finalized Excel spreadsheet should be submitted to the Rock Island Contracting Center (RICC) of the Army Contracting Command (ACC). Responses should be submitted no later than 1400 CST, Thursday, 11 March 2010, at ROCK-EAGLE@conus.army.mil or CCRC-FM, 1 Rock Island Arsenal, Rock Island, IL 61299. The Army Sustainment Command (ASC), Rock Island, IL, in conjunction with the Army Installation Management Command (IMCOM) and other Army Commands, is leading a comprehensive acquisition to fulfill the Army's future logistics requirements to obtain contract services to support global missions that ensure success of the Army imperatives to sustain the Armys soldiers, families and civilians, to prepare forces for victory in current conflicts, to reset forces to rebuild readiness for future deployments and contingencies, and to transform forces to meet the demands of a persistent conflict in the 21st Century. Contract services are contemplated for both CONUS and OCONUS operating environments. Customers for this contract may include all Department of Defense, US Government Agencies, Coalition partners, and foreign governments. The RICC of the ACC currently provides cradle to grave contracting support for ASC requirements and is issuing this notification on their behalf. In addition, the Mission and Installation Contracting Command (MICC) is supporting the contracting efforts of this acquisition. Previous fulfillment of these requirements have been accomplished through a variety of strategies using both contracts and Government resources. The contracts have been primarily executed through the RICC and MICC via the Army's Field and Installation Readiness Support Team contract as well as independent contracts executed by local and regional contracting centers. The contracts have been awarded to both large and small businesses. Capability to provide a full level of program management and execution will be required. In some instances, modular support to an ongoing logistics operation is required. This modular support involves one or more key capabilities the Task Areas, described in further detail below. At one end of the spectrum a range of capabilities are represented by global service providers, trained and experienced with an operating knowledge of maintenance, supply and logistics services performed at CONUS and OCONUS locations in both peacetime, emergency, and wartime working conditions. At the other end of this spectrum, services can be performed by niche service providers, trained and experienced in one or more key capabilities within the maintenance, supply, and logistics disciplines. The level of understanding and visibility of current and future deliverables will be highly variable. Task Area 1: Logistics Program Management and Operations. The contractor shall perform logistics program management and operations support to analyze, develop, automate and submit operational plans for approval by the U.S. Government. The contractor shall implement procedures and provide program coordination, interface, monitoring, research, administration, business rules, document support, support analysis, formulation of logistics topics, initiatives, strategic plans, technical operational expertise and manpower support. Task Area 2: Logistics Quality Assurance Support. The contractor shall provide management review and evaluation support in the form of service surveillance, performance audits, and financial statement audits to determine program efficacy of other contractors and/or the Government. Task Area 3: Logistics Information and Technology Support. The contractor shall employ best practices, technologies, and methods to plan, design, provide, manage, operate and maintain reliable and efficient systems, equipment, facilities and logistics infrastructures in order to improve equipment and logistics performance and to reduce life cycle costs. Task Area 4: Logistics Training Support. The contractor-provided training shall provide adequate instruction that includes applied exercises both to the War-fighters and to technical support personnel. Training shall ensure that the War-fighters retain their war-fighting knowledge, skills and abilities. In addition, training shall ensure that the technical support personnel retain their knowledge, skills, and abilities regarding logistical platforms, systems and operations they use and maintain. Task Area 5: Army Transformation Logistics Support. The contractor shall provide technical, administrative and management services to achieve three sustainment goals. The goals are to reduce the logistics footprint, to reduce deployment timelines, and to reduce the total cost of logistics, while maintaining war-fighting capabilities. Task Area 6: Logistics Program Support. The contractor shall provide technical and functional program management, acquisition, and integrated logistics support disciplines. Task Area 7: Logistics Transportation Support. The contractor shall provide transportation support in logistics support planning, movement, storage, accountability, and logistics systems to permit rapid deployment and management of supplies and equipment. The contractor shall provide guidance and/or operational support to utilize existing regional or global transportation resources. Services may include vendor-managed transportation systems, shipping and receiving, staging and storage; packing and crating and design, and operation and maintenance of distribution and material handling equipment systems. Task Area 8: Logistics Supply Support. The contractor shall provide supply support in logistics support planning, inventory and property planning, storage, accountability, and logistics systems to permit rapid deployment and management of supplies and equipment. The principal objectives of this functional area are to apply analytical and technical disciplines to ensure that material for operation and maintenance of war-fighting systems is available, when required, that materials are properly stored and transported, and that inventories are managed in a cost effective manner to sustain supported systems. The contractor shall be able to identify and utilize regional and global resources and to integrate public and private sector capabilities to meet operational and maintenance infrastructure requirements. Services may include vendor-managed inventory systems; operation of private and/or government-owned warehouses, stockrooms, or other storage facilities, staging, storage, and operation and maintenance of distribution and material handling equipment systems. Classes I, II, IIIP, IV, V, VI, VII, VIII, IX, and X of Supply will be included in this contract. Task Area 9: Logistics Parts Support and Sets, Kits and Outfits This task area provides materials/supplies, other than those materials/supplies directly tied to one of the other task areas. The contractor shall provide logistical support to develop, pack, ship, store repair parts and kits to use in component repair, organizational or other government maintenance programs to accomplish Field or Sustainment level maintenance and/or modification. The contractor shall fabricate, procure, ship, and assemble/disassemble items. The contractor shall receive, classify, store and distribute repair parts, components and other appropriate supply classes. The contractor shall procure repair parts kits to use in component repair, organizational or other government maintenance programs to accomplish Field or Sustainment level maintenance and/or equipment modification. Overall coordination and communication between the government and the contractor to ensure all technical requirements are correct and understood is critical. Task Area 10: Support to Directorates of Logistics and Installation Management Agency. The contractor shall perform support services to the Directorate of Logistics (DOL). The contractor shall establish, operate, and support fully qualified maintenance and support teams. These Contractor Maintenance Teams (CMT) shall perform operator and unit level maintenance to TM 10/20 standard for selected units at or within army installations for temporary locations. Task Area 11: Logistics Maintenance--All Other Organizations The contractor shall establish, support and maintain FORSCOM Field Logistics Readiness Centers (FLRC) other Contract Maintenance Facilities, Directorates of Logistics supported through Contract Maintenance Facilities, Army Maintenance Activity (AMA), Equipment Transfer Facility (ETF) and other DOD agencies, CONUS and OCONUS. Contractor maintenance personnel will be fully qualified to provide initial diagnosis and repair of equipment using US Army Technical Manual, other Defense Agency technical manuals, and/or commercial owner/manufacturer standards; to conduct services and to affect major repairs at whatever level authorized by the US Army. The contractor shall perform logistics maintenance tasks. Task Area 12: Comprehensive Support for Centrally Managed Programs. Comprehensive support shall be provided for the following centrally managed programs: * FORSCOM Command Maintenance Evaluation and Training (COMET) Program * SARSS Legacy Standard Army Management Information System (STAMIS) Program * FORSCOM Logistics Compliance Program The contractor shall perform program management, and operational supply, quality assurance/compliance, and transportation support, FORSCOM/USARC-wide, for tactical units within a designated division, corps or separate units assigned to the appropriate G4 directorate as comprehensive support: This support will include logistical assistance, evaluation, surveillance, training support, and staff augmentation services. Individual requirements not included as part of these centrally managed programs shall be obtained under other task areas. Task Area 13: Command Wide Logistics Enterprise System Program Support. The Contractor shall modify and enhance the current application to meet changing business rules for the supported commands. This shall include maintenance of a developmental server at contractor or Government facilities. The contractor must coordinate, establish, and maintain connectivity from all sites to the network hub at supported commands. Establishing and maintaining this connectivity regularly requires interface with installation Directorate of Information Management (DOIM) and the providing of all necessary accreditation and security documentation. The contractor shall design, develop, maintain, and administer enterprise logistics management systems used and developed for FORSCOM, IMCOM, USARC, and other commands to support fixed base logistics operations. Work shall include multiple disciplines to include computer programming, database analysis, systems administration, systems engineering, network engineering, network administration, functional analysis, systems training, help desk support, and on-site technical support for Government project officers and operating contractors. Contractors for this task area must be certified under ISO 9001:2000 or SEI-CMM Level 3. Systems to be supported include the Wildcat Maintenance Management System (WMMS), the USARC Fleet Management System (FLMS), and future systems that provide enterprise management of supply, maintenance, and logistics activities. Support for systems not defined as Enterprise systems shall be obtained under Task Area 3. Task Area 14: Professional Service Support. The contractor shall provide the following professional service support: * Strategic planning, concept development, abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development of enhancement of high level general performance specifications of a system, project, mission or activity; * Requirements analysis, cost performance trade-off analysis, feasibility analysis, technology/system conceptual designs, technical manual revisions or creation; * Training and consulting; * System design, engineering, integration, test and evaluation such as performing risk identification/analysis, mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system; * Systems engineering and development, survivability, vehicle electronics, force projection scopes and typical associated tasks related to computer-aided design (CAD), design studies and analysis, high level detailed specification preparation, configuration, management and document control, fabrication, assembly and simulation, modeling, and consulting. * Services also include the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design; testing of a prototype, environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), quality assurance, physical testing of the product system. ISO/Continuous Improvement: All service providers in the aforementioned task areas must meet or exceed ISO certifications and must employ a program for planning and executing continuous improvement. The Armys future logistics acquisition is contemplated to be executed as Multiple Award Task Order Contracts (MATOCs). The contemplated ordering period for the basic contract efforts consists of a two-year base with eight potential option years, utilizing Award Term provisions. The Government anticipates using an On-Ramp/Off-Ramp approach to allow for the entrance and exit of contractors to insure sufficient capability exists to continuously support requirements. Task Orders may include Cost-Plus, Fixed-Price or Time and Material with a multitude of incentive arrangements, including award fee, incentive fee, and fixed fee. An Industry Day is being planned to further determine the potential to meet the requirements of each task area. The time and place of this Industry Day have not been identified at this time; however, an additional notification will be published when those details are available.
