Description
Non-personal services. The contractor shall provide labor, supervision, services, technical expertise, equipment, and materials, necessary to analyze and evaluate the existing engineering programs at the Anbar University Engineering Department in Ramadi, Iraq. The contractor shall design and help implement the necessary changes to the existing programs to meet standards and requirements of the Accreditation Board for Engineering and Technology (ABET) for engineering program accreditation. The Anbar University is located in Iraq; therefore, some services if not all shall be performed on site. The applicable North American Industrial Classification System (NAICS) code 611710 is applicable to this acquisition. Contract award will be made on a Best Value basis. Award of a Firm-Fixed Price (FFP) contract will be made to an eligible concern. These services will be solicited and awarded as a Commercial Item using FAR Part 13 Simplified Acquisition Procedures. The anticipated contract start date is 1 April 2010 and all services performed must end by 31 December 2010. The entire solicitation package will be made available on the Federal Business Opportunities (FedBizOpps) website and the Army Single Face to Industry (ASFI) website. Requests for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring the FedBizOpps and ASFI websites for the solicitation package and any subsequent solicitation amendments. The RFQ will be issued on or about 20 February 2010. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contractors are encouraged to obtain further information on CCR registration at the following website: http://www.ccr.gov/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
