Description
RECOVERY ACT PROJECT RFP VA263-09-RA-0262 NIACS 236220 Z - CONSTRUCTION PROJECT - REPLACE WATER BOOSTER PUMPS Base Bid: The General Contractor shall provide all labor, materials and equipment to accomplish: 1.Demolition consists of, the removal and disposal of the existing water booster pump equipment and the associated piping, concrete pads, controls and power as required for the preparation for the installation of the new water booster pumps and the backup water booster pump. 2.New construction consists of, but is not limited to: the installation of the water booster pumps, backup water booster pump, back flow preventer, concrete slabs, new piping/valves/fittings for the new pumps, modification of controls and power. Testing and commissioning of the new system shall be included for the new pumping systems. 3.Phasing of the project shall be required. The backup water pumping system shall be installed, tested and accepted prior to beginning the demolition of the main hospital water booster pumps. Extreme care must be maintained to avoid disruption of the hospital domestic water supply. The replacement of the main booster pumps can start on a Friday night at 2100 (9:00 p.m.) and the installation must be complete and tested by 0300 (3:00 a.m.) Monday. The existing system shall be on line and under control before this replacement period. The back-up simplex booster system shall be on line and under control during this replacement period. Exact date of the replacement of the existing booster pump system shall be coordinated with the COTR 4.The "Replace Water Booster Pumps" project shall be accomplished per contract drawings numbered 1197, specification number 10-119 and project number 618-10-119. 5.H. Utility Shutdowns: All electrical utility shut downs are to be done before or after normal business hours (before 7am or after 5 pm). Electrical substation shutdowns shall required 30 notice. B. Option One: The General Contractor shall provide all labor, materials and equipment to accomplish: 1. Demolition: The Contractor shall remove the electrical power currently serving the existing booster pumping system. Remove conductors and conduits back to the distribution panel EHBJS-1, Sec. No.2. 2. New Construction: The Contractor shall provide new conductors, conduit and breaker from the existing normal power substation no. 7 located on the 1st floor of the hospital to a new closed transition transfer switch located in the sub-tunnel area of the hospital. The contractor shall provide new conductors, conduit and breaker from the emergency substation EDP-Cent to the new transfer switch. EDP-Cent is located in the sub-tunnel area of the hospital. The contractor shall provide power from the transfer switch to a new distribution panel which will supply power to the new booster pumping equipment. The VA has scheduled a site visit for this project on February 17, 2010 at 9:00 am at the VA Medical Center, Facility Engineering Service, Project Section, Room BR-145. Solicitation and scope of work documents are expected to be available at www.fbo.gov on or about February 8, 2010. Schedule Objectives - The anticipated completion of this project is 120 calendar days after Notice to Proceed (NTP). In accordance with the VA Acquisition Regulations (VAAR 836.204) Disclosure of the Magnitude of Construction Projects, the range for this project is between $100,000 and $250,000. Liquidated Damages: $200.00 per calendar day, including holidays and weekends. NAICS 236220 - $31.0M applies. In accordance with PL 109-461 this project is 100% set-aside for Service disabled veteran-owned small business (SDVOSB) concerns. All responsible and interested offerors should submit a proposal in accordance with RFP VA263-09-RA-0262. Offerors are to complete and submit their proposals (original and one copy required) not later than Monday, March 8, 2010 at 4:30 p.m. CT.
