- RECOVERY ACT PROJECT RFP VA263-09-RA-0098 NIACS 236220 Z - CONSTRUCTION PROJECT - COMMUNICATION CLOSETS A/C UPGRADE - DESIGN-BUILD A.Base Item: Base Bid: Base Bid: Supply and return piping and cooling to multiple communication closets. 1.Provide design and construction of 2 " supply and return piping for the existing high temperature condenser water system to accommodate heat rejection from some of the closets. See concept drawing. 2.Provide cooling for the following closets: 1N102-70, 1T102-70, 2J132A-70, 3H123-70, 3Q118F-70, 4T104-70, BD101A-70, and BT105-70. See spreadsheet in Solicitation Documents that lists recommended cooling solution. 3.Provide new gypsum board ceilings as indicated in this scope of work for 2J132A-70, 3Q118F-70, and BD101A-70. Provide other architectural, mechanical, electrical, and structural features as indicated in this scope of work. 4.Provide fire sprinklers in 2J132A-70, 3Q118F-70, and BD101A-70. B.Option #1: Cooling for communication closet, BD101D-70 using water-cooled DX unit. 1.Provide new cooling system for communication closet BD101D-70 using DX water-cooled unit that provides 3520 BTUH of sensible cooling at the entering air and condenser water conditions indicated above. 2.Provide new gypsum board ceiling as indicated in this scope of work. 3.Provide other architectural, mechanical, electrical, and structural features as indicated in this scope of work. 4.Provide fire sprinkler in BD101D-70. C.Option #2: Cooling for communication closet, BD101E-70 using water-cooled DX unit. 1.Provide new cooling system for communication closet BD101E-70 using DX water-cooled unit that provides 3520 BTUH of sensible cooling at the entering air and condenser water conditions indicated above. 2.Provide new gypsum board ceiling as indicated in this scope of work. 3.Provide other architectural, mechanical, electrical, and structural features as indicated in this scope of work. 4. Provide fire sprinkler in BD101E-70. D.Option #3: Cooling for communication closet, 1D120C-70 using water-cooled DX unit. 1.Provide new cooling system for communication closet 1D120C-70 using DX water-cooled unit that provides 5100 BTUH of sensible cooling at the entering air and condenser water conditions indicated above. 2.Provide new gypsum board ceiling as indicated in this scope of work. 5.Provide other architectural, mechanical, electrical, and structural features as indicated in this scope of work. E.Option #4: Cooling for communication closet BT102-70 using water-cooled DX unit. 1.Provide new cooling system for communication closet BT102-70 using DX water cooled unit that provides 7100 BTUH of sensible cooling at the entering air and condenser water conditions indicated above. This unit shall serve BT102-70 and the electrical room it is located in, BT101-70. 2.Unit air shall be ducted from the electrical room to the communication closet and registers and grilles shall be installed to cool both the closet and the electrical room. 3.Provide other architectural, mechanical, electrical, and structural features as indicated in this scope of work. F.Option #5: Cooling for communication closet, BH105-70 using water-cooled DX unit. 1.Provide new cooling system for communication closet BH105-70 using DX air cooled cooling unit that provides 5100 BTUH of sensible cooling at the entering air and condenser water conditions indicated above. This unit shall serve BH105-70 and the electrical room it is located in, BH106-70. 2.Unit air shall be ducted from the electrical room to the communication closet and registers and grilles shall be installed to cool both the closet and the electrical room. 3.Provide other architectural, mechanical, electrical, and structural features as indicated in this scope of work. G.Option #6: Cooling for communication closet, BT104-70 using new VAV terminal. 1.Provide new cooling system for communication closet BT104-70 using a VAV terminal that is sized for 300 CFM. 2.Provide other architectural, mechanical, electrical, and structural features as indicated in this scope of work. 3.Connect to ductwork served by AHU-37 and return-exhaust fan RF-30. The VA has scheduled a site visit for this project on February 18, 2010 at 9:00 am at the VA Medical Center, Facility Engineering Service, Project Section, Room BR-145. Solicitation and scope of work documents are expected to be available at www.fbo.gov on or about February 5, 2010. Schedule Objectives - The anticipated completion of this project is 262 calendar days after "Notice to Proceed (NTP) - Design." In accordance with the VA Acquisition Regulations (VAAR 836.204) Disclosure of the Magnitude of Construction Projects, the range for this project is between $250,000 and $500,000. Liquidated Damages: $200.00 per calendar day, including holidays and weekends. NAICS 236220 - $31.0M applies. In accordance with PL 109-461 this project is 100% set-aside for Service disabled veteran-owned small business (SDVOSB) concerns. All responsible and interested offerors should submit a proposal in accordance with RFP VA263-09-RA-0098. Offerors are to complete and submit their proposals (original and one copy required) not later than Monday, March 8, 2010 at 4:30 p.m. CT.
