- RECOVERY: Synopsis: This project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the act. The Department of the Interior, National Park Service (NPS) intends to issue Invitation for Bid (IFB) I1790100016, Rehabilitation of the Roosevelt Hime, Carriage House and Laundry at Franklin D. Roosevelt National Historic Site, Hyde Park, NY. The Contractor shall be required to furnish all labor, materials, equipment, transportation, and management necessary to Install a new roof and exterior rehabilitation of the Coach House and Laundry House, Rehabilitation of the concrete site stair to the Mechanical Vault and the removal and replacement of the steel staircase at the Main House including incidental and related work. This procurement is being issued as UNRESTRICTED and is therefore subject to Federal Acquisition Regulation 52.219-4, Notice of Price Evaluation Preference for Hubzone Small Business Concerns. The North American Industry Classification System (NAICS) code for this project is 238990 and the Standard is $14 million. The estimated cost range for this project is $1,000,000-$5,000,000. The intended contract will be a Firm-Fixed Price Construction subject to the Davis-Bacon Act. Work to commence within 15 calendar days after award. Time for completion is 255 calendar days. The solicitation including all bid documents will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about 3 March 2010. Downloading from the Internet is free of charge. The estimated date for the receipt of bids is 2:00 p.m. on 5 April 2010. No hard copies of the solicitation will be mailed or issued. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitations plans and specifications. Contractors must be registered in the Central Contractor Registration system in order to receive contract awards. As a security precaution, vendors must register themselves through the on-line CCR system. Be advised, failure to register in the CCR database makes a bidder ineligible for a contract award with the Park Service. The contractor must also complete the Online Representations and Certifications (ORCA).
