Description
1. The Department of Military Instruction (DMI) requests contracted assistance to instruct select West Point officers, NCOs and cadets on Outcomes Based Training and Education (OBT&E) methodology using Urban Operations as a training technique in support of Cadet Summer Training. This memorandum outlines the specific statement of work for this contract. 2. The following requirements must be met by the company that is awarded this contract: a. Expertise in OBT&E and utilizing it as a methodology to train military skills, specifically marksmanship and Urban Operations in Urban Terrain (MOUT). b. Experience instructing small unit leaders on OBT&E using marksmanship and MOUT as a training technique c. Familiarity and understanding of cadets leader development/training and the level of experience that cadets possess. 3. The OBT&E / Urban Operations training requirement at West Point involves two distinct phases; the company that is awarded this contact must be able to accomplish the objectives outlined above during the times specified below. a. First, a small group of trainers will instruct OBT&E / Urban Operations to a select group of faculty cadre consisting of officers and NCOs from DMI and the Brigade Tactical Department (BTD). This initial phase will take place during four sequential, five-day weeks consisting of the following dates: 12-16 APR 10, 19-23 APR 10, 26-30 APR 10, and 3-7 MAY 10. The location of this training will be at various ranges and training areas at West Point, NY; the training audience will be approximately 10-25 individuals for each of the four sessions. West Point will provide all training resources to include weapons, ammunition, targets, and structures. b. Second, a similar group of trainers will oversee the Cadet Field Training (CFT) Leader Training Program (LTP) in which West Point faculty cadre will instruct cadet leadership on the fundamentals of OBT&E / Urban Operations. These trainers will assist the faculty cadre with the instruction in order to ensure cadet cadre understanding of the training. This final phase will take place during two, three-day blocks between 12-24 JUL 10 (exact training days to be determined). The location of this training will be at various ranges and training areas at West Point, NY; the training audience will be approximately 200 cadets (100 per training block). West Point will provide all training resources to include weapons, ammunition, targets, and structures.
