- DUE TO WEATHER CONDITIONS, THE DUE DATE HAS BEEN EXTENDED TO TUESDAY, FEBRUARY 16, 2010. NO ADDITIONAL EXTENSIONS WILL BE GRANTED. THE DUE DATE HAS BEEN EXTENDED TO TUESDAY, FEBRUARY 9, 2010. The U. S. Postal Service Eastern Facilities Service Office (EFSO) is seeking construction contractors for prequalification of new construction, expansion, and renovation projects; HVAC projects only, or Roofing projects only. The work will be performed at postal facilities within the geographic areas covered by the EFSO, as follows: the States of Delaware, Kentucky, Maryland, North Carolina, Ohio, Pennsylvania, Virginia, West Virginia, and the District of Columbia; portions of the States of Indiana, New Jersey, New York, and South Carolina; and Sullivan County in Tennessee. Contractors may request consideration for prequalification for the following types of contracts: New Construction, Expansion, and Renovation - $750,000 to $2,500,000 New Construction, Expansion, and Renovation - $2,501,000 to $7,500,000 HVAC only - $750,000 to $2,500,000 HVAC only - $2,501,000 to $7,500,000 Roofing only - $750,000 to $2,500,000 Roofing only - $2,501,000 to $7,500,000 Contractors may request consideration for prequalification in one or more of the following areas. Contractors must be willing and able to perform work on any project that that may occur within the geographic area(s) selected for prequalification. AREA 1 - District of Columbia AREA 2 – Eastern Maryland, and the Eastern Shore of Maryland & Virginia AREA 3 – Northern Virginia AREA 4 – Philadelphia, Southern NJ, Delaware, and the Eastern Shore of Maryland & Virginia AREA 5 – West Virginia and Western Maryland AREA 6 – Greater Virginia, and Sullivan County Tennessee AREA 7 – Kentucky and Southeast Indiana AREA 8 – Ohio, Northern Kentucky, and Southeast Indiana AREA 9 – Central and Western Pennsylvania and Western New York AREA 10 – North Carolina AREA 11 – South Carolina, except Allendale, Barnwell, Beaufort, Hampton, Jasper, and McCormick Counties Contractor qualifications will only be considered if submitted on the attached USPS Qualification Statement. No other format will be accepted. DESCRIPTION OF WORK New Construction, Expansion, and Renovation Construction of new postal facilities, expansion or renovation of existing postal facilities, using 100% USPS designed drawings. No fixed mechanization is included in these projects. A description of the projects follows: Small Standard Building Design (SSBD) – A new postal facility of approximately 1,000 SF to 10,000 SF, with an approximate construction cost range of $750,000 to $2,500,000. Medium Standard Building Design (MSBD) - A new postal facility of approximately 9,000 SF to 60,000 SF, with an approximate construction cost range of $2,500,001 to $7,500,000. Expansion of existing USPS facilities from 2,500 SF to 75,000 SF and large renovation projects over $750,000. The work includes, but is not limited to, steel frame or wood frame construction, concrete, masonry, carpentry, roofing, doors, flooring, painting, retail casework, electrical, mechanical, utilities, landscaping, and other work associated with postal facilities. HVAC only Repair or replacement of the Heating, Ventilation, and Air Conditioning Unit (HVAC) in postal facilities, using 100% USPS designed drawings. A description of the projects follows: Repair or replacement of the HVAC in postal facilities, with an approximate construction cost range of $750,000 to $2,500,000. Repair or replacement of the HVAC in postal facilities, with an approximate construction cost range of $2,500,001 to $7,500,000. The work includes, but is not limited to, removal of existing HVAC system, installation of new HVAC system, air handlers, automated control systems, conduits, wiring, duct work, and other work associated with HVAC repairs or replacements. Roofing only Roof repair or replacement in postal facilities, using 100% USPS designed drawings. A description of the projects follows: Roof repair or replacement with an approximate construction cost range of $750,000 to $2,500,000. Roof repair or replacement with an approximate construction cost range of $2,501,000 to $7,500,000. The work includes, but is not limited to, removal of existing roof system, installation of new roof system, roof penetrations and curb flashings, insulation, edge metal, metal parapet coping, expansion joint assemblies, roof ladders, and roof drains, and other work associated with roofing repair or replacement. MINIMUM REQUIREMENTS Preference will be given to contractors who have a presence in the geographic area(s) selected for prequalification. If the contractor does not have an office located within the geographic area, the contractor must furnish information on how the company will administer the contract from outside of the area. Contractor must possess a valid contractor’s license, or provide a copy of the application to obtain such license, in accordance with applicable federal, state or local requirements, in each state/municipality within the geographic area(s) selected for prequalification. Company must have been in the construction business, under the company’s present name, for a minimum of five (5) consecutive years. Contractor must have the ability to obtain 100% performance and payment bonds for any project that may be awarded up to the dollar threshold for each contract type selected for prequalification. Contractor must meet minimum computer requirements; i.e., 2.3 GHz, 1,000 megabytes RD RAM or DDRSD RAM, DVD, Windows XP Professional or equal, high speed internet connection. Contractor must provide a 24/7 contact. Contractor must demonstrate completion of two comparable projects (size and scope) within the past five years for each contract type selected for prequalification. It is preferable but not required that comparable projects be located within the geographic area(s) selected for prequalification. EVALUATION Qualification Statements will be evaluated by qualified Postal Service employees and/or Postal Service contracted professionals. Primary factors to be considered are company background; past performance, experience, financial stability, bonding capacity, and safety. Contractors selected as being the most highly qualified will be placed on the EFSO Prequalification List for a period of five years. HOW TO REQUEST THE QUALIFICATION STATEMENT Interested construction contractors, meeting the minimum criteria stated herein, may obtain the required Qualification Statement form by sending a request via email to Sharon Weber at sharon.k.weber@usps.gov. The Qualification Statement form (QS 10-A-Q001) and Area maps and counties (QS 10-A-Q001 Maps) are also attached to this posting. Submissions will not be returned to the contractor nor will contractors be reimbursed for any expense incurred in developing their Qualification Statement. Contractors are encouraged to mail their responses via one of the services provided by the U.S. Postal Service (First Class Mail, Priority Mail, or Express Mail). All contractors will be advised of their status within 60 days from the response date of this posting.
