Description
The National Park Service intends to negotiate a noncompetitive Blanket Purchase Agreement (BPA) with Ocean Petroleum Company, Inc. Brunswick, GA. The Blanket Purchase Agreement (BPA) is to provide and deliver unleaded fuel for a 1000 gallon above ground storage tank, two tank trailers with 750 gallons and a 1000 gallon cap; and provide and delivery ultra low sulfer diesel for a 500 gallon fuel trailer. The estimated average delivery is once a month during the off season (December through March) and two to three deliveries during normal season (April through November). These months may overlap and quantities of fuel may vary from month to month. The BPA will include a base agreement year plus four option years. The options will be exercised at the Government's discretion. Funds are currently available for the base agreement year only. The delivery is for the Cumberland Island National Seashore located at the southeast corner of Georgia, eight miles out in the ocean and is accessible only by boat. The delivery of this fuel is critical to the mission and successful operation of the park. This proposed agreement is being made pursuant to FAR 6.302-1 and 41 U.S.C. 253(c)(1). This notice of intent is not a request for competitive proposals. Any interested firms must submit a written statement of their capabilities and qualifications (not more than two pages), to fulfill this requirement by 11:00 a.m. EST on February 16, 2010 to the attention of Laurie Chestnut, Contracting Officer, National Park Service, C&PM, 100 Alabama Street SW, 5th Floor, Atlanta, GA 30303; or by email to laurie_chestnut@nps.gov; or by fax to 404-562-3256. All inquiries must be made in writing by February 11, 2010. Inquiries received after this date may not be considered. Statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
