- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-38. The North American Industry Classification System (NAICS) code is 336413. The small business size standard is 1000 employees. This is an unrestricted procurement. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. This contract will be awarded as a firm-fixed-price contract under full and open competition procedures. The Coast Guard intends to award to the contractor offering the lowest price technically acceptable item. Reconditioned/Used Material is NOT acceptable. The requirement consists of a HC-144 Mission System (MSP) Loader, 1 each, for testing and evaluation, with the government having the discretion to exercise follow-on option years to purchase additional estimated quantities as specified below. US Coast Guard HC-144 Mission System Pallet Loader Section 1.0 SCOPE This Purchase Description (PD) covers the requirements for the HC-144 Mission System Pallet (MSP) Loader. The USCG requires an aircraft pallet loader to facilitate on-loading and off-loading a 2000 lb Mission System Pallet (MSP) into and from a USCG HC-144 aircraft (a variant of the CASA CN-235-300). This aircraft pallet loader will also be used for ground transport of the MSP between the hangar and the aircraft, and will provide a platform for the MSP during maintenance operations. The USCG intends to procure one pallet loader for a 3 month test and evaluation. Following a positive evaluation, the USCG shall have the sole discretion whether to purchase additional pallet loaders as outlined in the above option years. A "site visit" at Aviation Training Center Mobile Alabama (address is USCG Aviation Training Center, 8501 Tanner Williams Road, Mobile, AL 36608) will be scheduled for interested vendors on 20 February 2010 from 1000-1400 allowing vendors to view the HC-144 aircraft and the MSP. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. The contractor shall meet all applicable OSHA codes, AWS structural welding codes, standards, laws and regulations in the revision most current at the time of manufacture of this pallet loader. 3.0 REQUIREMENTS 3.1 General: The USCG is currently procuring a fleet of HC-144 aircraft. This aircraft can be flown in various configurations, one of which allows for carrying a MSP for operational missions. The MSP weighs approximately 2000 lbs, and can be removed from or installed into the aircraft through the aircraft's cargo ramp and ventral door, located at the rear of the aircraft. A forklift with roller forks can be used to install and remove this pallet; however, due to clearance and safety concerns, a pallet loader is preferred. The pallet loader must be capable of transporting a MSP from the aircraft hangar or shop to the aircraft, and then lift the MSP to a height of 50 inches above ground level for loading or removing the pallet into/from the aircraft. The pallet loader will be towed behind an appropriately sized aircraft tug with the pallet loader in the lowered position when transporting it to / from the aircraft / hangar. When in the lowered position for MSP transport or MSP maintenance, the platform of the pallet loader should not exceed approximately 20 inches above ground level. Dimensions of the base of the MSP are as follows: Length: 108.5 inches, Width: 62.5 inches, Thickness of the pallet: 3.5 inches. The pallet loader will be used strictly on the aircraft apron (ramp) or in the aircraft hangar and avionics shop. On occasion, a pallet loader will be transported inside the HC-144 to a deployed site. When transported, the pallet loader will be secured to the aircraft cargo ramp. Due to weight bearing limitations of the aircraft cargo ramp, and due to weight & balance considerations for flight, the maximum weight of the pallet loader cannot exceed 2200 lbs (lighter is preferred). The USCG currently owns eight HC-144 aircraft and three MSPs. Additional procurements for aircraft and MSPs are planned, resulting in a fleet size of up to 36 aircraft and MSPs. It is the intent of the USCG that all MSPs will have their own pallet loader. 3.1.1 Pallet loader Platform/Capacity: Pallet loader platform must lift a 2000 lb MSP to a height of 50 inches above ground level for loading of MSP into the aircraft cargo compartment (via the aircraft aft ramp and ventral door). When in the lowered position for MSP transport or MSP maintenance, the platform of the pallet loader cannot exceed 20 inches above ground level. The pallet loader shall safely hold 150% of the maximum designed working load. 3.1.2 Towbar: A detachable towbar shall be provided to provide a means of attaching a towing vehicle for movement of a fully burdened pallet loader from the aircraft shop, across the flight line, and to the aircraft. The towbar shall be attached to the frame of the pallet loader at two points to preclude "weaving" during tow operations. A lunette eye coupler ring NSN 1730-00-110-6056 or equivalent (in size and strength) shall be attached to the towbar end enabling connection to tow vehicle at an approximate height of 15" inches above ground level. A positive-type latch shall be provided to hold the towbar in the up (vertical) position. The towbar also shall have a stop in the up position to prevent contact with the equipment item. The towbar shall be made detachable by using common hand tools. 3.1.3 Size and weight: The pallet loader must be no heavier than 2200 lbs (lighter is preferred), no taller than 20 inches high (in the lowered position), and no wider than 88" to allow for air transport to a deployed site. 3.1.4 Tie down rings: The pallet loader must incorporate tie down rings to allow aircrew to secure it to aircraft's cargo compartment tie down rings during air transport. 3.1.5 Casters / Tires / Wheels: The pallet loader shall have 4 swivel casters that are lockable (in at least 90 degree increments) and capable of withstanding operation over rough surfaces and hangar door tracks without causing damage to the pallet loader or casters. The casters shall support four (4) times the design working load. The pallet loader caster shall utilize semi-pneumatic wheels or wheels similar to commercial pallet dollies. 3.1.6 Wheel Brakes: A mechanism must be installed to prevent movement of the pallet loader with MSP, when not connected to an aircraft tug. 3.1.7 Platform locking feature for MSP: Platform must have a locking mechanism to prevent movement of MSP (62.5" x 108.5") during ground transport. 3.1.8 Platform rollers: The pallet loader platform must have rollers to allow aircrews to roll the MSP off of the elevated pallet loader into the aircraft cargo compartment. 3.1.9 Platform jacking mechanism: Pallet loader must have a hand operated jacking mechanism to elevate the MSP to the height of the open aircraft ramp. The platform will always remain in the lowered position for towing. The platform must have a fail-safe system to prevent inadvertent lowering of the MSP during loading and unloading operations. 3.1.10 Bumper pads: Bumper pads shall be made of durable, soft, non-marring material and will be securely attached to areas that would come in contact with the aircraft when properly positioned next to the aircraft for MSP loading/unloading operations. 3.1.11 Ground clearance: Minimum ground clearance between lowest part of pallet loader and ground must not be less than 4 inches. 3.1.12 Corrosion preventative coating: Materials used in the pallet loader must be protected from corrosion. If painted, paint must conform to MIL-PRF-233377 (primer) and MI- PRF-85285 (topcoat) matching FED-STD-595, Number 17925, Untinted White. 3.1.13 Parts availability: A parts list (illustrated parts breakdown) showing user serviceable / replaceable parts and source of supply must be provided with the pallet loader. 3.1.14 Maintenance: Required periodic maintenance must be listed in the operator's handbook or a separate maintenance handbook. Maintenance information should include basic troubleshooting and load testing specifications. 3.1.15 Markings: All four sides of the pallet loader must be stenciled in bold letters as follows: "DO NOT TOW FASTER THAN 3 MPH". Reflective tape must be installed on corners of pallet loader. 3.1.16 Informational data plates: An identification data plate shall be securely attached in a readily accessible location, containing, as a minimum, the following information: • Nomenclature • Manufacturer's Part Number • Weight • Serial Number: • Manufacturer's Name • Manufacturer's CAGE Code • Date of Manufacture • Contract Number 3.1.17 Construction / welds: All welders shall be certified to weld in accordance with AWS D1.1, Structural Steel Welding Code or AWS D1.2, Structural Welding Code-Aluminum, as applicable to the material used in construction. Contractor shall make available to the Government, upon request, certifications for all welders being utilized on the construction of this stand to ensure conformity with current welding requirements. Welding procedures shall be in accordance with AWS D1.1 or AWS D1.2. 3.1.18 Transportability: The pallet loader shall be capable of being transported via USCG HC-144 aircraft. Tiedown rings must be installed on the pallet loader to enable strapping it to the tiedown rings installed in the aircraft's cargo compartment. If installed, any tank containing fluid for a platform jacking mechanism must be vented to prevent leakage/rupture when being transported in the HC-144 aircraft at altitudes up to flight level 220. 3.1.19 Service Life: The pallet loader shall be designed to have a minimum service life of 25 years. 4.0 PRODUCT CONFORMANCE PROVISIONS 4.1 First Article Testing 4.2 Test Sample One (1) pallet loader shall be subjected to evaluation based on this document and the requirements stated. Reed 5.0 OPERATION, RELIABILITY AND MAINTENANCE INFORMATION 5.1. Operators Manual: An operator's manual must be provided with each pallet loader which details basic operation and safety in the use of the pallet loader. 5.2 Illustrated Parts Breakdown (IPB): An illustrated parts breakdown will be provided as part of the total documentation package identifying all assemblies, subassemblies by part number, sources of supply and quantities used in pallet loader production. 5.3 The USCG reserves the right to use any and all proprietary information (illustrations and dimensional data, engineering calculations, manufacturing drawings) supplied by the vendor which helps the vendor achieve manufacture of the end product. This data will be placed on the USCG internal website for informational use by USCG personnel. 6.0 TEST METHODS 6.1 Examination of Product The pallet loader shall be inspected to determine compliance with the requirements specified herein with respect to parts, tightness of fittings, screws, bolts, workmanship, finish, materials, color, marking, weight, dimensions, capacity, safety, ease of operability, and identification plates. 6.2 Serviceability The pallet loader shall be inspected and evaluated from the standpoint of safety, ease of maintenance, servicing, and operation. 6.3 Platform Load Test Placard All pallet loaders shall be loaded to 150% of the maximum working load capacity. Upon completion of this test, no deformation shall have occurred. Any failure of these tests shall be cause for rejection. The platform shall have a permanently attached metal plate stating: "MAXIMUM WORKING PLATFORM LOAD: 2,000 lbs." 6.4 A 90-day operational evaluation will be performed following the successful completion of the tests specified herein. The evaluation will be performed at USCG Aviation Training Center Mobile AL. The evaluation will begin the day following the delivery of the pallet loader. The inability of the pallet loader to satisfactorily perform its intended function, as described Section 1 and Section 3 shall be cause for rejection. 7.0 DOCUMENTATION 7.1 Warranty and Service Information The manufacturer shall include with each pallet loader delivered a document indicating the warranty and service agreement provided and the telephone numbers, addresses, electronic mail addresses and the points of contact for warranty issues, technical assistance, routine service and emergency service. 7.2 Packaging The preservation, packing, labeling and marking shall be as IAW the contractor's standard commercial practice. 7.3 Operation / Publications / Manuals The manufacturer shall supply all manuals such as operating instructions, parts lists, diagrams, and any other data pertinent to the operational setup of the unit with each pallet loader. A technical manual on a CD shall be provided and shall include equipment general information and technical description, receiving / handling / installation and storage instructions, initial startup and proper operation, maintenance, and an illustrated parts breakdown. The illustrated parts breakdown shall list the part numbers for contractor manufactured parts, plus any sub-contractor's proprietary part numbers for purchased sub-level components and whole components. The manual shall be in accordance with ATA Specification 101 or in a format approved by the purchasing activity. The contractor shall provide copies of the pallet loaders' technical manual for review 30 days prior to the time of test or demonstration of the first stand. The manufacturer shall provide a copy of the technical manual with each pallet loader. An additional copy of the technical manual will be supplied to the USCG Medium Range Surveillance (MRS) Contracting Officer which in turn will be forwarded to the ALC Support Equipment Section. 7.4 Program Management The contractor shall appoint a single person to serve as the point of contact. 7.5 Design and Construction General design features shall be the manufacturer's responsibility to recognize and comply with all codes and standards applicable to the design and construction of this type of equipment which are generally accepted and used as good practice in the industry. 7.6 Materials, Parts, and Processes All materials and components assembled or fabricated into the equipment shall be new and unused, of high grade quality, of current production, and free from all defects or imperfections which might affect the serviceability or appearance of the finished product. 8.0 Warranty The manufacturer shall provide their warranty policy. This warranty information will be used in determining best value to the government. The warranty informational data plate will comply with paragraph 7.1 Offerors are invited to submit prices that include quantity discounts All responsible sources may submit a quote, which shall be considered by the agency. Sources shall have a valid Cage Code; Data Universal Numbering System (DUNS); number or the ability to obtain one by, be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov); and be registered in the Online Representations and Certifications Application (ORCA) (http://orca.bps.gov). Desired F.O.B. point is destination; however, F.O.B. point will be in accordance with contractor's standard commercial practice. PACKING SLIP: At the time of each delivery of supplies or services under this contract, the contractor must furnish to the Government a properly completed packing slip. This packing slip must include the following information: 1) Manufacturer's Part Number (P/N), 2) Nomenclature, 3) Serial Number (S/N), 4) Contract Number, 5) Delivery Order Number, 6) Line Item Number, and 7) Quantity. One copy of the packing slip shall be attached to the outside of the shipping container. INSPECTION/ACCEPTANCE: One (1) each shall be tested and evaluated by USCG Aviation Training Center, Mobile, AL, which shall include a Certificate of Conformance (COC). The contractor shall furnish a Certificate of Conformance in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. Certificate of Conformance's must be submitted in the format specified in the clause. Any follow-on deliveries shall require inspection and acceptance by COC. DESIRED DELIVERY SCHEDULE: Desired delivery is 90 days after contract award. Required delivery is 180 days after contract award. The contractor may propose an alternate delivery schedule. ACQUISITION REQUIREMENTS ARE FOR NEW MATERIAL ONLY. The items being procured are end items. Acquisition requirements are for new material only. NOTICE FOR FILING AGENCY PROTESTS United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103. If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed.
