- Solicitation Number: D11PX18797 Title: Smart Benefits-Subsidy Agency Contact Information:Acquisition Services DirectorateNational Business CenterDepartment of the Interior381 Elden Street, Suite 4000Herndon, VA 20170 Place of Performance: Washington, DC The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition Washington Area Metro Transit Authority. This non-competitive action is being issued by the Acquisition Services Directorate under the authority of the Department of the Interior Franchise Fund on the behalf of the United States Office of Special Counsel (OSC) Description of Requirement: OSC require private sector goods and services to fill in existing requirement of Transit fare subsidy benefits (Smart Benefits) for Headquartes and Washington Field Office employees to commute to and from work. The U.S. Office of Special Counsel (OSC) is an independent federal investigative and prosecutorial agency. OSC basic authorities come from four federal statutes: the Civil Service Reform Act, the Whistleblower Protection Act, the Hatch Act, and the Uniformed Services Employment & Reemployment Rights Act (USERRA). Transit Subsidy is a convenient Web-based program that lets employers assign the dollar value of employees' monthly commuting benefit directly to the employees' SmarTrip cards. This can be done by Office of Special Counsel. With SmartBenefits, OSC immediately eliminates the need to distribute paper vouchers to Metrorail, Metrobus, most regional bus systems', and van pool commuters. Smart Benefits with Washington Metro Area Transit Authority offers OSC Washington-based staff access to public transportaion in the Washington, DC. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13.5, Test Program for Certain Commercial Items. Washington Area Metro Transit Authority provides these types of benefits: No other organization is known to provide these types of benefits in the Washington DC metro area. However, interested parties may identify their interest and capabilities regarding this requirement by submitting a capabilities statement by the date specified herein. The period of performance for this effort will be one year. The Government will consider all capabilities statements received by 12pm EST, Wedensday, Novemeber 3, 2010. Please be advised that it is the offeror's responsibility to assure the Government receives your submission on or before the specified due date. A determination by the Government not to compete this proposed action based upon responses to this announcement is solely within the discretion of the Government. Information received is solely for the purpose of determining whether to conduct a competitive acquisition. The Government reserves the right to issue a Request for Quote (RFQ) as a result of this announcement. Please be advised that this announcement may constitute the only notice that will be posted for this acquisition, based on the review of any responses to this notice.
