- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Naval Air Systems Command (NAVAIR) intends to issue Order 20XX, under Contract N00019-10-G-0006, to develop a multi-port reprogramming capability that simultaneously updates 3 to 4 Joint Standoff Weapons-Cs (JSOWs) missile software via the Common Munitions Bit/Reprogramming Equipment (CMBRE). The subject contract will be issued to the Raytheon Company, Raytheon Missile Systems, Tucson, AZ. The resultant Order will be Firm-Fixed-Price and will include Technical Data, Support Equipment and Other Direct Costs. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Under FAR 6.302-1, Only one responsible source, Raytheon is the only source who can fulfill unique hardware and software design elements that cannot be satisfied by commercial off the shelf components. Raytheon currently is supporting the JSOW program with all the associated manpower, equipment, certifications, software source code, and logistical processing. Raytheon has the knowledge, experience and access to the technical data necessary to fulfill the Government's need and meet its scheduled requirements. This Order is required in order to improve the Warfighter's readiness with a shorter strike preparation time and improve logistics by allowing parallel reprogramming of deployed assets which in turn greatly reduces adverse readiness impacts to ship operations. Subcontracting opportunities should be sought directly from Raytheon. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
