- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. Military Sealift Fleet Support Command is seeking eligible marine diesel generator manufacturers that meet the technical, financial and administrative requirements, to submit a complete list of diesel generators available with the following technical specifications. This information will be used by MSFSC in developing a strategy for generator replacement for the T-ATF class vessels. REQUIRED FEATURES OF REPLACEMENT GENERATOR SETS AND ENGINES FOR THE T-ATF CLASS Generator Side • Full Load (F.L.) output electrical - 400 kW at 0.8 pf lagging (also known as 100% load) • Phases - 3 • Voltage - 450 VAC • Voltage range in regulation - normal 450 +/- 10% VAC P-P • Frequency output - 60 Hz • Frequency range of operation - 60 +/- 5% Hz • Winding - Provides delta connection to ship's distribution system, ungrounded • Rotor speed - direct drive from the prime mover, max 1800 RPM • Certification - Marine grade, continuous duty, ABS approved set - IEEE approved generator • Generator enclosure - As determined by the cooling method employed, TEFC preferred • Overall electrical efficiency - greater than or equal to 92% • Generator - Brushless, self-excitation type, self lubricating bearings, 2 bearings per rotor • Insulation properties - per ABS/IEEE/USCG requirements for marine duty in machinery spaces. • Reliability - 20,000 Hrs MTBF minimum, 12 Hrs maximum MTTR • Overload capability - 125% F.L. for 1 hour minimum Engine Side • Marine engine certified to meet EPA's Tier 2 (or Tier 3) standards as per 40 CFR (94 /1042). • Fuel Type - Marine Diesel Oil • Lube Oil Type - SA 40 • Seawater cooled • Worldwide parts and service availability Generator & Engine • Max Footprint: o Length: 125 in. o Width: 55 in. o Height: 70 in. (includes frame) • Ambient Operating Temperature of 50 deg C (122 deg F) w/ humidity up to 100%. • Coolers designed for seawater temp of 85 deg F • Coolers designed for seawater temp of 95 deg F (For ships in warmer locations) • ABS Approved meeting all current USCG, ABS, MARPOL and IEEE standards for marine engines in machinery spaces. All businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipated award of a contract no later than Spring/Summer 2011. The appropriate NAICS Code is 333611. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, as a minimum the following: 1. Provide the name and address of company, primary point of contact, CAGE and DUNS number. 2. Provide a list of the generators (engine and generator) that meet the following technical requirements. 3. Provide the following information as it pertains to the recommended generator(s):  Manufacturer  Model  Cost  Lead-time  BHP  ekW @.8pf  kV●A  RPM  Weight (lbs)  Size, LxWxH (Max length, width & height of engine and generator together in inches)  Fuel consumption (gpg)  Environmental Certification (EPA Tier 2, EPA Tier 3, Commercial or Recreation, IMO Tier 2, IMO Tier 3, etc)  If Tier 2, does manufacturer have or intend to have upgrade kits to meet Tier 3 in the future?  Cost of potential Tier 3 upgrade kit  Engine & Generator Certifications (ABS, USCG, IEEE, etc)  Can larger coolers be included on engine to meet higher seawater temps?  What larger cooler model can be installed? Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
