- THIS SYNOPSIS WAS ORIGINALLY POSTED ON SEPTEMBER 16,2010 UNDER SOLICITATION NUMBER N69450-10-R-1767. IT IS BEING RE-ISSUED AS AN ADMINISTRATIVE PROCEDURE ONLY IN ORDER TO TRANSITION TO AN FY11 SOLICITATION NUMBER, AS REQUIRED. NO RESPONSE IS REQUIRED TO THIS SYNOPSIS. THE ORIGINAL ANNOUNCEMENT IS BELOW. Naval Facilities Engineering Command South East (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a Firm Fixed-Price Design-Build Construction Contract for the construction of P5502-Weapons Load Crew Training Facility. The project is located at Barksdale AFB, Shreveport, LA. All responsible sources with the specialized experience and qualifications required by this project may submit a bid, proposal, or quotation which shall be considered by the agency. In accordance with FAR Section 5.102, availability of the solicitation will be limited to the electronic medium and the Government will not provide copies. It is the offerors responsibility to check the NECO website periodically for any amendments to the solicitation, as this will be the only method of distribution for amendments. The Government will not pay for information requested nor will it compensate any respondent for any proposal. Contract award is anticipated on or around April 2011. The contractor selected as the best value to the Government will be required to begin work within 15 days of the contract award. The construction completion date will be 543 days after award. The estimated cost for this project is between $13,000,000 and $15,000,000. This procurement is a 100 percent small- business set-aside. The Government will only accept offers from small business concerns. The NAICS Code for this procurement is 236220 and the annual small business size standard is $33.5M dollars. Description of Services: The project involves, but is not limited to, the design and construction of a new 50,000 sq. ft. single-bay hangar that will provide space for one B-52 aircraft and related weapons loading training functions. The facility will consist of a 44,000 sq. ft hangar bay and a 6000 sq. ft. administrative and shop area. The administrative area includes offices and a 135 seat auditorium. The new hangar shall have a reinforced concrete foundation, with a structure of steel columns and joists, an insulated metal exterior, and a standing seam metal roof. Interior partitions will be full height metal stud and gypsum wallboard partitions. Interior finishes include painted gypsum wallboard in most spaces and ceramic floor and wall tiles in the restrooms. Porcelain paver tiles or vinyl composition tiles will be used in the vestibules and lobby areas. Carpet will be provided in the offices, workstations, and auditorium areas. The site is currently occupied by two aircraft wash facilities. The two wash facilities shall be demolished with one relocated to another location. This project will require a LEED-NC Silver Certification by the USGBC. The contract will be procured using negotiated procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. The best value continuum source selection process to be used for this acquisition is the tradeoff analysis process as described in FAR 15.101-1. This procurement will utilize the Two-Phase Design-Build selection procedures. Phase-One of the procurement process is a narrowing step of offerors up to a maximum of five (5) offerors (design-build teams) who offer the best technical value to the government, unless the source selection authority determines that a number more than five (5) is in the Government ™s interest and is consistent with the purposes and objectives of Two-Phase Design-Build Contracting. During Phase-One, only Phase-One evaluation factors apply. Offerors shall not submit Phase-Two submittals until invited to participate in Phase-Two. In Phase-Two, the successful Phase-One offerors will be required to submit technical and price proposals for the project. Offerors can view and/or download Phase 1 of the solicitation, and any attachments, at https://www.neco.navy.mil/ no sooner than 15 days after this synopsis is posted. Proposals will be due on or about 30 days after Phase 1 of the solicitation is posted. Offerors chosen to participate in Phase-Two will receive information regarding the Pre-Proposal Conference and Site Visit. The solicitation package will provide location and exact dates. The successful offer must be currently registered in the Department of Defense Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are HIGHLY encouraged to do so by calling (1-888-227-2423) or via internet at http://www.ccr.gov. NAVFAC SE currently utilizes WAWF as its ONLY authorized method to electronically process vendor requests for payment.
