- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit, on a sole source basis, for five-year indefinite delivery indefinite quantity (IDIQ) type contract to Sikorsky Aircraft Corporation (SAC), 6900 Main Street, Stratford, CT 06615-9129, for services in support of the modification of the MH-60 helicopter to incorporate Organic Airborne Mine Countermeasures (OAMCM) capabilities. The overall purpose of this effort is to: 1)Develop modifications for the tow coupler in the MH-60 Automatic Flight Control System (AFCS) 2)Develop, test, and evaluate the tow coupler AFCS modification 3)Develop ECPs to incorporate AMCM capabilities into production aircraft, both forward fit and retrofit 4)Develop, test, evaluate, and deliver AMCM production hardware and software 5)Provide aircraft test pilots, ground maintenance crew, maintenance and flight test hours to conduct testing and evaluations 6)Identify and purchase aircraft instrumentation required for testing 7)Provide engineering, technical, and support services in support of AMCM system development, integration and testing This proposed procurement is a follow-on contract for the acquisition of engineering services for continued development of a major system or highly specialized equipment, including major components thereof, as defined in FAR 6.302-1(a)(2)(ii). SAC is and has been the sole developer of the MH-60S Helicopter from the program ™s inception through the completion of the latest MH-60S IDIQ (Contract No. N61331-06-D-0012) which was awarded in fiscal year 2006. There have been no other contractual actions related to the development of the MH-60S Helicopter awarded since this contract. Given the complexity of the system and the level of system knowledge required to work through the complete development, test, and evaluation, SAC is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering and design services to complete the integration of OAMCM to the MH-60S Helicopter. The use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and there are no other possible sources that can satisfy this requirement without significant additional cost, significant schedule risk and significant technical risk to the Government.
