Description

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. The Government intends to award a 5-year Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for commercial.40 Caliber Frangible Ammunition. The minimum contract value of ammunition anticipated to be procured will be $25,000 to a maximum contract value of ammunition in the amount of $10,000,000. A quantity of 1,200 product samples will be required and must be furnished as part of the offer. The samples must be received on or before the time set forth for receipt of offers. Delivery shall be FOB Destination. Inspection and acceptance shall be Origin This acquisition is a full and open competition and all responsible offerors may submit an offer that will be considered. The contract for.40 Caliber Frangible Ammunition will be awarded to the responsible Offeror whose offer is the best value to the Government, considering Technical, Past Performance, and Price evaluation factors, as described in the solicitation. Offers that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. This procurement falls under the National Technology and Industrial Base (NTIB). A Pre-Award Safety Survey will be required prior to award of the contract to ensure contractor compliance with the requirements of DFARS 252.223-7002 and 252.223-7003. Military packaging shall be required for these components. To be eligible for award, interested offerors must be certified under the Joint Certification Program and provide confirmation as detailed in the solicitation in order to receive the technical data package (TDP). Proof of JCP registration must be provided prior to being issued the TDP. Offerors may obtain certification information via the internet @ http://www.dlis.dla.mil/JCP/default.asp. In addition, to be eligible for award, Offerors must be properly registered in the Government ™s Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and the annual confirmation requirements by calling 1-888-227-2423, or via the internet @ www.ccr.gov. The solicitation will be available on or about 29 NOV 2010 at the following address: http://www.fbo.gov. The controlled TDP will be posted to FedBizOpps at the time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
