Description
The Marine Corps Systems Command, Quantico, Virginia seeks sources and information for a Tactical Generator Microgrid. This information will be used to support a planned, upcoming Research and Development initiative to demonstrate this capability in concert with tactical power generation sources. Potential offerors with the ability to meet the microgrid objectives listed are requested to provide information on their solution, whether it be data on existing systems, or development approach for new systems. The Governments seeks to ascertain the degree to which the requirements can be met with current or planned products, the developmental or production ready status of products, and rough order of magnitude costs to deliver one system within 12 months. It is requested that potential offerors provide a description of ability to deliver a system that can provide the following capabilities at a minimum: Shall be transportable in a single ISO 20 ™ container, or smaller. Shall be and capable of controlling up to eight (8) Tactical Quiet Generators. Shall be compatible with USMC MEP-806B 60 kW Tactical Quiet Generator. Shall be compatible with USMC MEP-807A 100 kW Tactical Quiet Generator. Shall have fail-safe mode of degradation. Shall be compatible with current USMC Mobile Electric Power Distribution System components. Shall use no system voltages above 600V. Shall power a camp footprint up to 30,000 ft^2. Shall meet all applicable NEC / NFPA codes. Shall have a simple graphical user interface. Shall include remote monitoring. Shall be capable of exporting historic data. Shall be designed and built for rugged operational environments where the environmental conditions are routinely encountered in an unprotected, uncontrolled climate and including sand, dust, rain, and condensing humidity. Shall operate in temperatures ranging from -40 °F to 130 °F. It is requested that potential offerors provide an estimate of their notional Microgrid system ™s Technology Readiness Level one year after program initiation. It is requested that potential offerors provide a Rough Order of Magnitude on system cost for a notional Microgrid prototype, to include development and low rate production (up to 5 systems). It is requested that potential offerors provide information on their experience, personnel and teaming partners to accomplish the state program, to include: What is your experience with gridding of electrical generation resources? What experience do you have with USMC Tactical Quiet Generators? What is the background and experience of your personnel? It is requested that potential offerors provide information on corporate position, to include whether you are a Small Business? Vendor comments concerning or ways to improve on the listed objectives are requested. This data will help the Government shape its acquisition strategy for this capability. As part of any contractual effort, the Government will require economic analysis for cost-benefit of systems that account for and demonstrate life cycle energy savings. This sources-sought / Request For Information (RFI) is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisitions. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such data.
