- The Federal Aviation Administration (FAA) provides an update to the Terminal Automation Modernization Replacement (TAMR) Phase 3 program as announced in FAA TAMR Phase 3 Public Announcement in June 2010. The FAA on September 15, 2010, made the following decisions to the TAMR3 program: TAMR Phase 3 is structured into two segments. Segment 1 - Approved an acquisition solution for an Agency December 2010 Final Investment Decision (FID) for the modernization of all seven (7) Terminal IIIE's Terminal Radar Approach Control (TRACONs) facilities with Standard Terminal Automation Replacement System (STARS) to support Automated Dependent Surveillance-Broadcast (ADS-B) deployment; Replace remaining four (4) IIIE's previously modernized under TAMR Phase 2 with STARS; and continue New York TRACON (N90) upgrade to support ADS-B. If the FAA approves the STARS acquisition solution in the December 2010 FID, the current STARS contract will be utilized to order the eleven (11) IIIE STARS systems. This acquisition approach continues the FAA's strategic vision for convergence and elimination of multiple Terminal operational baselines and is consistent with the decision process for competing and awarding the STARS contract in 1996. The seven IIIE TRACONs are: New York TRACON (N90)Potomac TRACON (PCT), Atlanta TRACON (A80), Louisville TRACON (SDF), Dallas-Ft. Worth TRACON (D10), Northern California TRACON (NCT) Southern California TRACON (SCT). The four TAMR2 IIIE TRACONs are: Minneapolis (M98)St. Louis (T75)Chicago (C90)Denver (D01) Segment 2 - Continue TAMR Phase 3 investment activities addressing the modernization of the Terminal IIE facilities. The FAA expects to approve an acquisition solution to support an Agency FID in the next eighteen (18) months. The acquisition strategy for TAMR Phase 3 Segment 1 and Segment 2 will support further Automation convergence in support of the FAA's NextGen Implementation Plan dated March 2010. The FAA will continue to gather industry comments through additional Request for Information (RFI) for Segment 2 and potentially EnRoute and Terminal automation convergence as the FAA finalizes its automation approach in support of NextGen.
