- This is a pre-solicitation notice for Operation and Maintenance (O&M) Service at Draughon Bombing Range, Misawa Air Base, JAPAN, with a 6-month basic period (1 Apr 2011 thru 30 Sep 2011) plus four one-year option periods. The draft SOW for this service was posted on this FedBiz during 22 Dec 2010 thru 10 Jan 2011 for the purpose of Request for Information (RFI No. FA5205-11-X-RFI1) requesting potential sources to review the draft SOW and provide comments the Government. The Draughon Bombing Range comprises all United States Air Force (USAF) operations located at and in support of the USAF operated Class A joint use air-to-ground training range, and its associated airspace R130. Contract operations will provide operational and maintenance support of the M-2 scoring scopes, acoustic score system, threat simulators/emitters, range maintenance, range facilities and areas, and range control. The actual land area is approximately 1892 acres. Navy and Japan Air Self Defense Force (JASDF) own and maintain separate facilities on range. USAF and JASDF maintain the range according to an International Memorandum of Agreement. A single contract award will be made to offeror who provides the Government with the best value, using Performance Price Tradeoff (PPT) process in accordance with AFFARS 5315, and Mandatory Procedure (MP) 5315.305, paragraphs 5.5.2 and 5.6.2.1., and Informational Guide (IG) 5315.101-1, with evaluation factors to be included in the RFP consisting of: Technical Acceptability, Past Performance, and Price. The solicitation for the O&M service at Draughon Bombing Range here is expected to be issued on or after 27 Jan 2011. The closing date and time for submission of offers as well as the date and time for pre-proposal conference will be contained in the solicitation package which will be made available only on Electronic Posting System (EPS) single government point of entry (GPE) Web Site at http://www.fedbizopps.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) at web site http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
