Sources Sought Synopsis: Solicitation Number: W9124R10SRMCP Project Title: Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Task Order Contract (MATOC) for Sustainment, Restoration and Modernization Construction projects, as needed, for the United States Army Installation Management Command (IMCOM) located at the U.S. Army Yuma Proving Ground (USAYPG). This RFI is NOT a Request for Proposal (RFP). It is a market research tool being used to determine the potential large and small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a RFP. It is also a tool to obtain feedback on the requirement, detailed in the DRAFT Statement of Work (SOW). As such, all eligible large and small businesses are encouraged to respond. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is for market research purposes only (reference FAR Part 10). Therefore, a Solicitation, Specifications, or Drawings will NOT be provided. Respondents should not submit any proprietary information when responding to this RFI. Respondents should also note that the Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firm's ability to perform all of the work specified within this RFI in conjunction with the DRAFT SOW. SIGNIFICANT CHANGES TO THE DRAFT SOW ARE ANTICIPATED The North American Industry Classification System (NAICS) contemplated for this requirement is 236220 Commercial and Institutional Building Construction with a size standard of $33.5 Million. Award of a Multiple Award Task Order Contract (MATOC) consisting of a base year and four option years is anticipated. Work will be performed at the U.S. Army Yuma Proving Ground (USAYPG), AZ. However, the contractor may have to work on various projects simultaneously. PROJECT INFORMATION: The scope of work requires that the contractor provide all management, supervision, engineering, quality-control, labor, equipment, materials and supplies necessary to perform a broad range of maintenance, renovation, rehabilitation, major repair and new construction work on Government infrastructure. This encompasses all structures located at USAYPG, which include or are related to, but not limited to: any Government owned or operated property, facility, structure, or appurtenance. Types of work included, but are not limited to the following: a.Foundation and Site work b.Curtain walls, doors, windows, glass c.Concrete Construction d.Masonry Construction e.Metals f.Carpentry g.Thermal/Moisture Protection h.Earthwork i.Finished Materials j.Communications k.Elevators & Conveying Systems l.Mechanical/Electrical m.Demolition and Removal The following are examples of anticipated labor categories under this requirement: Project Manager, Superintendent, Bricklayer, Electrician, Drywall Hanger, Carpenter, Power Equipment Operator, Structural Ironworker, Painter, General Laborer, Plumber/Pipefitter, Sprinkler Fitter, Sheet Metal Worker, Cement Mason, Plasterer, and Tile Finisher/Setter. The appropriate Davis Bacon Act (DBA) Wage Determination for building construction within Yuma County, AZ will be incorporated at time of award. The following information is required: 1. Name of firm with address, phone, fax, e-mail address, and point of contact. 2. State your firm's socioeconomic status. If your firm is a Small Business Administration (SBA) certified 8(a), proof of SBA certification/documentation shall be provided with this response. 3. Firms shall identify if their organization has the ability to perform all or some of the elements specified within the SOW. 4. Provide a letter from your surety identifying single contract bonding limit and aggregate contract bonding capability. 5. Please indicate whether your firm will submit a bid for this project if this project is set-aside for certified 8(a), Hubzone, or Small business concerns. 6. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience as a General Contractor in Commercial and Institutional Building Construction. 7. Firms submitting responses shall present their information in a matrix format showing relevant contracts that they have performed which are similar in scope. The matrix shall show the most recent (within the last three years) up to five contracts that prove you can meet each qualification criteria listed above. Include project number, project location, description of work requirements, and point of contact and phone number for each effort. 8. Firms shall identify if any teaming arrangements exist. If so, firms must disclose any formal teaming arrangement with a large business concern. 9. Firms shall identify any potential Organizational Conflicts of Interest (OCI) and provide a brief summary describing how your organization could avoid actual or perceived OCI (See FAR 9.5). If you can meet all of the requirements for this project, please respond to this sources sought synopsis by fax, email or mail to Mission & Installation Contracting Command Center- Yuma, AZ. Mark all submissions with the solicitation number listed above to the attention of the Contract Specialist listed below. Responses must be received no later than 12:00PM NOON, MST on 14 February 2011. RESULTS INFORMATION: Respondents will not be notified of the results of their submission. Please visit the Federal Business Opportunity (FBO) website at www.fbo.gov for information regarding the sources sought posting and any subsequent announcements to industry. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to help the government make the acquisition decision, which is the intent of this sources sought announcement.
